This is a simple question related to troubleshooting. Interviewer is trying to know your troubleshooting expertise, so assure them you are expert windows troubleshooter.
Sometime "Not Responding” dialouge box appears in the title bar of a running program when Windows detects that the program isn’t functioning properly. There are many causes which stops responding or freezes the computer programs.
In Many Cases the windows stops responding due to following issues. 

Causes of Not Responding Dialog box:
 - A software  conflict
 - Lack of system resources
  - Hardware Conflict
  - Internal bugs
  - A software or driver error
  - High CPU Usage
  - Virus or Antivirus Program
  - Programming Error
  -  Hardware Drivers Conflict
  - External Hard Disk/ USb/ Memory Card/ Pen drive

Sample Answer: In order to troubleshoot this error, we need to press the Ctrl+Alt+Del keys on our keyboard to open the Close Program or Task Manager window.
Once Task manager is displayed on our screen, We all have to do is, highlight the program that is not responding and click the End Task button to terminate those program. If another windows gets open, then clicking the End Task button repeatedly stops the running program corectly.
 If the problem still continues, then rebooting the system might work in that case. If still Windows doesn't respond, then uninstalling the programs that was installed earlier, would resolve the problem.
