Job title Senior Finance and Administration Manager
Location Dar es Salaam, Tanzania
Salary TSh 59,027,203 gross per annum

Line Manages Finance and Administration Coordinator, IT, Logistics & Procurement Coordinator Expected travel Expected travel to regional offices. Time off lieu will be given for any travel required over weekends.
– This Senior Finance and Administration Manager role (maternity cover) will be central in overseeing and leading the strengthening of all aspects of Restless Development Tanzania’s finance and operations, ensuring that the Hub has world class systems, procedures, controls and people in place. The Senior Finance and Administration Manager will also play a key leadership role in ensuring that Restless Development Tanzania is working to an ambitious, focussed, business model.
– The Senior Finance and Administration Manager will also work directly with the Hub Director, the Head of Hub, the Senior Programmes Manager and Compliance Coordinator as a key member of Restless Development Tanzania’s Leadership Team.
– Our candidate will have significant skills and experience, but might not necessarily be an established Senior Finance and Administration Manager. You are likely to be a natural leader, and you will enjoy strengthening systems and processes and building teams of people around you. You might be looking to take on additional responsibility, or to develop experience in leading finance and operations in a challenging setting.

KEY RESPONSIBILITIES:
1. Finance management

 Ensure organisational compliance with Tanzania finance regulations as well as Restless Development financial policies and procedures.
 Lead in the development of financial plans, strategic budgets, operational budgets and quarterly reforecasts ensuring participation of relevant staff.
 Contribute to strategy and direction as part of the Leadership Team and member of the global finance team.
 Identify key areas of risk to the country programme and communicate these to Leadership Team and International as appropriate. Manage and address risk as required by the Leadership Team.
 Oversee preparation of financial statements and audit files for annual external audits and donor audits.

2. Financial accounting functions
Work with the finance team to:

 Ensure that accurate accounting records (Financial Force Accounting) are maintained
 Ensure that all payments to suppliers and/or projects are in accordance with relevant finance policies and approved work-plans/budgets
 Ensure proper management of petty cash and reimbursement of staff expenses
 Ensure that donor funds are received as per disbursement agreements and that expenditure by all staff is coded by donor
 Ensure that reconciliations of the bank, debtors, creditors and intercompany balances are completed monthly on a timely basis through liaising with bankers and colleagues as appropriate
 Ensure that chequebooks and invoices are accounted for and are kept in a safe place

3. Oversight of administration (procurement, logistics and office) functions Maintain oversight of all financial and administration processes to ensure financial control and compliance,
including – but not limited to – the following duties:

 Oversee adherence to Restless Development’s financial policies and procedures making recommendations to the management committee where gaps are identified and lead on actions to strengthen internal and external financial risk management
 Oversee the procurement function to ensure that procurement processes are followed and streamlined and that the Hub secures value for money.
 Oversee the logistics function to ensure that the logistics teams across Tanzania are able to meet the needs of Programmes teams, operate in the most efficient way, and provide effective oversight of all Restless Development assets.
 Maintain the financial integrity of Restless Development’s operations in Tanzania, ensuring full compliance with policies & procedures, particularly around cash, advances, banking and assets.
 Safeguard the assets of Restless Development’s operations in Tanzania, including the maintenance of the Fixed Asset Register

4. Leadership and team management
 Support the Hub Director, Head of Hub and Head of Finance to provide analysis of financial information for strategic planning and decision-making with the management team and National Board
 Provide technical advice to the Hub Director and senior managers in the areas of financial accountability and planning, value for money and operations management
 Provide effective, values-based leadership of the Finance & Operations teams, designing and monitoring operational plans and staff objectives
 Assess, develop and build the capacity of the finance and operations team through training and coaching. Develop training and tools for non-finance staff to strengthen compliance with policies and procedures and improve budget and financial management across the organisation.
 Other duties as required.

Skills and Qualifications
Essential

▪ Qualified accountant with Finance, Accounting or relevant Degree
▪ At least 5 years’ management experience, ideally in increasingly senior positions
▪ Experience leading, engaging, motivating and coaching a team of staff
▪ Experience of meeting donor financial requirements and reporting, including ideally for DFID, SIDA, EU and/or USAID
▪ Extensive experience of budget and financial management
▪ Extensive experience of implementing and strengthening internal control frameworks
▪ Demonstrable track record of strengthening systems and identifying innovative solutions to challenges in finance and operations
▪ Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast-paced environment with tight deadlines
▪ Experience in managing logistics, procurement and office functions
▪ Experience in Human Resource Management an added advantage
▪ Good analytical skills and Excel skills
▪ Excellent IT, written and verbal communication skills

Desirable
▪ At least 2 years’ senior leadership experience
▪ Knowledge and experience of Financial Force
▪ Knowledge and experience of working in Tanzania, or a similar context

KEY PRIORITIES
1. Programme Strategy Support

 Support development and formalization of youth entrepreneurship strategy with youth groups
 Support planning and development of long-term organizational capacity building strategy with the youth groups we are supporting
 Work with the Assistant Program Coordinator to identify youth priorities and opportunities in the areas of agribusiness 

2. Programme Delivery
 Provide and supervise entrepreneurship training and support to youth groups based on specific capacity building needs. Participate in coordinating with Heifer International and Youth Groups on group training activities and document evidence of progress
 Support creation of linkages between the EAYIP groups and microfinance/financial institutions for them to access finance related services
 Conduct periodic technical visits/follow ups with groups to mark progress, challenges and recommend actions
 Ensure compilation of programme quality data reporting including submission of the monthly reports, data base reports and also collection of case studies
 Working closely with Assistant Programme Coordinators and support National Volunteer Peer Educators to engage with young people
 Maintain visibility of the project objectives and Restless Development 

3. Programme Quality
 Support Planning and implementing the East Africa Youth Inclusion Project
 Support the M&E team with monitoring and evaluation, research and studies and submit timely monthly reports to your line manager in line with the M&E system in Restless Development Tanzania

4. Partnership and Visibility of the Programme
 Partnerships and engage with local stakeholders that include the Local Government Authorities to collaborate for opportunities for young people in Njombe and Iringa, and Tanzania in particular
 Collection of case studies and best practices from your area of work to show case the impact of our work with youth entrepreneurs 

5. Financial Management
 Uphold all financial policies and procedures for the EAYIP and Restless Development Tanzania, and proactively prevent risks within the project which could jeopardize our Values, Policies,  Codes of Conduct and Donor Compliance Rules
 Ensure that all requisitions and retirements are appropriately requested for; and that all expenditure is backed up by the required support documentation
 Ensure that value for money is obtained in all purchases through the team, and that all purchases are in line with our policies and procedures 

6. People & Performance
 Line and performance manage any national volunteers peer educators under your supervision
 Carry out regular performance and welfare support for national volunteer peer educator in line Restless Development’s volunteer policy
 Lead in assessing and developing periodic capacity building plans for community peer educator volunteers to enhance performance within your team
 Oversee development of monthly volunteer welfare reports 

7. Other
 Other duties as required.
 You will regularly be required to work on weekends and/or public holidays, for which time off in lieu will be granted

SKILLS AND EXPERIENCE
Essential

 Holder of a University Degree in AgroBusiness, Ago-Economics, Project Planning and Management, Community Development, or related studies
 Technical training or expertise in Agribusiness
 Experience in working with rural communities, groups formation and approaches
 A strong personal commitment to the aims, values, methods of Restless Development Tanzania and the role of
 A clear understanding of the contemporary issues facing young people in Tanzania, particular of livelihoods
 Excellent interpersonal and communication skills suitable for both youth and high-level government audiences

Desirable
 Fluent in English and Kiswahili
 Good ICT skills including Word, Excel, email/internet, PowerPoint
 Flexibility with an ability to stay out of office, working in the field for prolonged periods
 Holding a valid driving license
 Experience of managing and supporting volunteers or staff
 Understanding of monitoring and evaluation processes Self-driven and motivated and able to work independently with minimal supervision
