Country Director, Tanzania
Job Summary:

Based in Dar es Salaam, The Country Director (CD) will serve as IMA’s lead representative in Tanzania and will have primary responsibility for representation, staff management, partnership, resource mobilization, and program oversight. The position will lead IMA programs and guide strategic direction in Tanzania, developing new programs and partnerships. The position will work closely with IMA Headquarters to establish robust operations and program management systems.

Reports To:
This position reports to the VP for Programs. The position coordinates with the Sr Program Director and other related technical staff at the HQ level.

Specific Responsibilities:
Strategic and program leadership

• Ensure high quality programs through regular project reviews, monitoring, evaluation, accountability and learning systems, and staff and partner development.
• Lead development of country strategies as needed.
• Remain well-informed about national and regional issues affecting IMA, its programs and partners.

Financial and administrative management and oversight

• Ensure compliance with IMA, donor and local government regulations and requirements.
• Develop and strengthen robust operations systems based on IMA global systems, local conditions, and IMA’s legal status in Tanzania.
• Work with program and finance teams to develop and monitor annual and multi-year program budgets.
• Assist in the coordination and response to internal and external audits in cooperation with IMA’s CFO

Staff management
• Supervise senior IMA staff in Tanzania and support them in supervising their teams.
• As needed, recruit and support new staff for specific positions.
• Maintain an empowering environment with high levels of staff engagement.
• Support professional development and capacity strengthening for IMA staff.
• Sustain linkages with a senior management team (SMT) that should meet regularly to discuss on going activities.
• Actively participate in the Country Management Team based in HQ. Required to take part in frequently schedule meetings.

Growth and representation
• Identify strategic areas for growth of programming in Tanzania.
• Position IMA for new program opportunities in Tanzania.
• Pursue new funding and programming opportunities in Tanzania, with support from the HQ Business Development team.
• Cultivate strong relationships with existing and potential donors.
• Represent IMA at national and other forums.
• Represent IMA and share information with partners, government departments, local churches, UN agencies, INGO Forums, and other NGOs.
Compliance and registration
• Work with local law firms and consultants to complete registration of IMA in Tanzania and to establish operational systems for the country program accordingly.
• Identify areas of risk and take steps to ensure compliance with local laws and mitigate risks.
Supervisory Responsibilities:
Supervise senior IMA staff in Tanzania and support them in supervising members of their teams. Currently there are six positions reporting directly to the CD.

Required Qualifications and Experience:
• Master’s degree in an international development related field.
• At least 10 years of demonstrated experience working in international development
• At least 10 years of experience managing public donor funds and relationships, including with DFID and USAID.
• At least 10 years of management experience in overseas settings.
• Demonstrated experience effectively managing teams with diverse members.
• Strong communication skills, both verbal and written, including ability to communicate to a range of audiences.
• Experience working closely with local partners in advisory or accompaniment roles.
• Strong leadership, management, and teamwork skills.
• Proven ability to think strategically and analytically.
• Excellent organizational skills, patience and flexibility.
• Good negotiation and diplomacy skills. 

Foreign Language Requirements:
• Excellent written and communication skills in English required.
• Proficiency in Swahili is desirable but not required.

Required Travel: Travel up to 35% to project sites and occasionally to other countries for meetings, workshops or conferences.
