The Food and Agriculture Organization of the United Nations (FAO), leads international efforts to alleviate hunger, eliminate poverty and achieve food and nutrition security for all. To ensure effective and timely delivery of project activities, the FAO Representation in the United Republic of Tanzania now seeks to recruit suitably qualified and experienced candidates for three positions, National IT consultant; Project operations Assistant and Consultant – Governance of land tenure.  

Consultant – Governance of land tenure – Vacancy Announcement NO: 11/2018
Country Context: Tanzania has developed a new land policy (which is in final stages of approval) and made significant investments in land programmes. In recognition of FAO’s role as a technical agency and broad expertise in land tenure and the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) in particular, the Government expressed the need for FAO to provide support to the process of implementing the new Land Policy as well as the VGGT.

Reporting Lines
The Consultant will work under the overall supervision of the FAO Representative in Tanzania, the direct supervision and functional guidance of the Assistant FAO Representative (Programme), and in close collaboration with technical officers in the sub-Regional, Regional and HQ Offices.
Technical Focus
  • Land administration, land tenure governance, land policy and VGGT implementation.
  • General description of Tasks and objectives to be achieved:
  • Support the Government of Tanzania in their efforts to improve governance of tenure in the framework of the VGGT and to implement field project’s land tenure / administration / state land management aspects in line with the VGGT through the provision of policy, strategy and technical support / analysis to various assessments, studies and initiatives;
  • Undertake research and analyse technical, social, economic, environmental, institutional, and technology related information to produce recommendations in support of the delivery of projects, products and services;
  • Produce technical documents to serve project implementation on land tenure, administration, and land tenure governance;
  • Organize and facilitate multi-stakeholder dialogue and processes to contribute to the implementation of land tenure-related aspects of project activities in an inclusive and participatory, gender sensitive way;
  • Facilitate knowledge exchange, capacity development and the collection of good practices through the development of capacity development tools and the organization of meetings, thereby supporting efforts of the Government of Tanzania and partner institutions to improve the governance of tenure;
  • Prepare clear and concise reports on land tenure and land administration; and
  • Collaborate in a multidisciplinary team in work on voluntary guidelines of the responsible governance of tenure.  

Specific Functions
  • Manage land and other tenure – related FAO projects in Tanzania
  • Organize district-level trainings and workshops on the Voluntary Guidelines on Governance of tenure (VGGT);
  • Provide technical advice on the development of a strategy for the new National Land Policy;
  • Liaise and represent FAO-Tanzania at relevant meetings with development partners, national stakeholders and government officials engaged in land governance and land use management issues;
  • Produce a report on land tenure programming in Tanzania and identify potential areas where FAO support could add value to national efforts;
  • Develop proposals on land tenure governance in Tanzania and lead resource mobilization efforts for FAO-Tanzania land tenure programme;
  • Manage and oversee the effective organization of a multi-stakeholder platform on VGGT implementation in Tanzania;
  • Provide technical inputs into concept notes, project proposals and project documents on projects relating to land, such as the UN Women concept note for a joint programme on improving women’s access to land in Tanzania; and
  • Perform any other duties as specified by the supervisor, in support and furtherance of the FAO mission, goals and strategic framework.  

Competencies and desired experience
  • Advanced university degree in Social or Environmental Sciences, or a related field
  • At least 5 years working experience in development and/or implementation of international programmes/projects in the field of land governance or land management
  • In-depth knowledge of and programming experience with the VGGT
  • Extent and relevance of experience in supporting multi-stakeholder platforms in the land sector
  • Extent of experience in project formulation and implementation
  • Good analytical skills, facilitation skills and experience of participatory decision making processes
  • Excellent knowledge of English and basic understanding of Swahili language  

Duty station: Dar es salaam, Tanzania
Duration: 11 months (237 days)
Remuneration: FAO applicable consultant’s rates.
This positions is for international candidates and Nationals of United Republic of Tanzania.
