INTRODUCATIONRafiki Social Development Organization is a development and advocacy Non-Governmental and Non-profit making. Organization working with Children, Youth, Marginalized and Vulnerable groups, families and their communities to reach their full potential by advocating for their rights and tackling the causes of poverty and injustice. The Organization was established in January 2005 and registered under the NGO Act No. 24 of 2002, issued with a registration number No.00NGO/00006336 to operate in Tanzania Mainland.
Rafiki- SDO has received funding from Jhpiego to implement SAUTI project focusing on Key and vulnerable population to roll out HIV prevention for highly vulnerable adolescent girls and young women (AGYW) ages 15-24 years.
RAFIKI -SDO is therefore seeking to recruit highly qualified, experienced, motivated and dynamic individual to fill the following positions as shown below:
I: JOB TITLE: DEPUTY PROGRAM MANAGER (DPM) -(1 POST)
OFFICE LOCATION: Shinyanga Municipal council -Tanzania
WORK STATION: Shinyanga District council
REPORTING TO: Program Manager/Executive Director – Sauti project
Duration: One year
Salary: Attractive package
REQUIRED QUALIFICATIONS AND WORK EXPERIENCE
• Bachelor degree in community development or social work
• Minimum three years’ experience in managing health programs including planning, design, supervising and evaluating health care programs
• Acknowledge skills in one or more of the following areas HIV/AIDS, STIs, family planning related health services
• Extensive knowledge of the health system from the National or local levels
• Previous experience and understanding of the policies of international and US donor’s agencies and private sector foundation preferred
• Experience of working in KVP programs and sub grants is an added advantage.
• Demonstrated ability in managing teams to achieve health results.
• Ability to develop productive working relationship with counterparts in other agencies and organization worldwide
• Aware of and sensitive in working in multiple social economic settings and with multi-cultural/behavioral groups
• Excellent in writing and oral communication and presentation skills in English and Kiswahili
• Willingness to work overtime for project success
• Ability to work 90% in rural and remote areas
DUTIES AND RESPONSIBILITIES
• Work closely with program Manager to lead and direct technical and administrative project team.
• Execute and monitor project activities.
• Manage changes to scope, cost and schedule of project work.
• Coordinate priorities and resources of the project’s activities
• Prepare and update project plans and status reports.
• Coordinate cross-functional meetings of personnel related to project.
• Facilitate sessions to effectively resolve issues if any.
• Allocate appropriate resources to ensure projects are completed within given time and budget.
• Report status, develop project-related documentation and implement lessons learned.
• Participate in project performance review meetings and discussions.
• Review compiled monthly and quarterly report from project staff and submit to Program Manager
• Performance other duties as assigned by supervise
II: JOB TITLE: SOCIAL ECONOMIC EMPOWERMENT OFFICER (SEEO) -(1 POST)

REPORTING TO: Deputy program manager /Program Manager/Executive Director – Sauti project
Duration: One year

REQUIRED QUALIFICATIONS AND WORK EXPERIENCE
• Degree in Social works, Sociology, Rural Development or community developments and related degree program from recognized institutions.
• At least with 3 years of experience in managing health-based project with focus on HIV/AIDS, FP, STIs and SRHE and other KvP Proven knowledge on AGYW and Gender based violence.
• Proven skills on Gender and women focused rights and policies
• Experienced in implementing project with focus on Key Vulnerable Population (KVP) Ability to manage team and meet deadlines which are results based
• Flexibility and ability to copy with multi-cultural/behavioral practices
• Proven records of good relationship with co staff, facilitation, team building and coordination skills will be added advantage
• Excellent written and oral communication and presentation skills in English and Kiswahili
• Readiness to work under pressure, ability to work under minimum supervision and willingness to work overtime for project prosperity
• Computer literacy is highly required ie word, excel, internet, power point
• Ability to work 90% in rural and remote areas
DUTIES AND RESPONSIBILITIES
• Work closely with Program Manager to ensure overall planned project activities are implemented timely and outcome focused.
• Work closely with program manager to ensure Empowerment Workers, PEs, biomedical teams are accountable in the manner that ensure all deliverables are delivered to WORTH+ groups with efficiency and timely.
• Writing reports for every activity and share with program manager timely
• Review data report and provide guidance.
• Reviewing and sharing reports written by Empowerment workers and share to Program manager
• Ensure roll out of BCC training to AGYW before joining WORTH+ groups
• Work closely with government authorities at LGA are well engaged in the project and sharing with them some reports as per directives and MoU to be signed and
• Other responsibilities as will be assigned for the betterment of the project and Sauti as well
• Ensure timely preparation of financial retirement with all necessary source of evidence to be shared with Account with focus on every incurred expense during project implementation
III: JOB TITLE: CASH TRANSFER FOCAL PERSON -(1 POST)
OFFICE LOCATION: Shinyanga Municipal council – Tanzania

DUTIES AND RESPONSIBILITIES
• Ensure all Rafiki-SDO staff are aware of the Cash Transfer Program Standard Operating Procedures provisions and processes
• Monthly follow up of all vAGYW registered in CTP in Shinyanga District council and updating the live excel sheet to be provided
• Troubleshooting technical concerns related to phone, simcard and general access to mobile money
• Coordinating and working closely with the Regional Tigo office to reverse technical related details to ensure vAGYW fully benefit from CTP
• Follow up on any reported adverse events and coordinating necessary CTP related referrals (legal, psychosocial, biomedical etc)
• Ensuring all adverse events are recorded and reported tImely to ODK through the mobile application, or escalated immediately per the CTP SOP
• Monitoring uptake and responses to IVR and SMS message schedules sent to CTP registered vAGYW
• Collecting success stories related to CTP
• Assisting the Sauti research team as necessary on the CARE study
• Report writing.
• Perform any other task assigned y your supervisor

IV: JOB TITLE: DATA MANAGER -(1 POST)
OFFICE LOCATION: Shinyanga Municipal council- Tanzania
WORK STATION: Shinyanga District council
REPORTING TO: Deputy program manager /Program Manager/Executive Director – Sauti project

REQUIRED QUALIFICATIONS AND WORK EXPERIENCE:
• Advanced Diploma in Information Technology, Bachelor degree in social work, Planning, economics and statistics and development studies. Additional training in community health, public health, Monitoring and Evaluation, community mobilization, counseling is of added advantages.
• Minimum three years’ experience in M&E department
• Community health experiences and capacities.
• Ability of Community Health Work, Health Committees (villages Health committees, Ward Development committees, Health facilities committees) etc.
• Able to work with Health staff at different district council levels.
• Computer literacy is highly required.
• Able to relate gender, social & culture and maternal health in addressing their challenges accordingly.
• Able to timely collect, compilation and data analysis as required by the SAUTI.
• Ability to work 90% in rural and remote areas
• Ability to work with minimal supervision.
DUTIES AND RESPONSIBILITIES
• Ensuring data quality through reviewing of all data collection forms submitted to the office by field officers and other data collectors particularly, health unit’s staff, CHWS and identifying the errors and working with data collectors to ensure that the errors are timely addressed.
• Maintaining proper documentation of the programme including periodic progress reports filling.
• Ensuring that all data is entered into the database and synchronized into Database Management System on timely manner.
• Ensuring data and field level are collected according to MCSP guidelines, well kept at all levels, analyzed and results shared with various stakeholders including the donor.
• Conducting data verification and periodic data audits to ensure data quality at all times
MANAGING M&E SYSTEM:
• Facilitating the Programme performance monitoring plan.
• Facilitating the programme team in preparation of monthly, quarterly and annual work plans in line with the programme descriptions and timely submitting to the program manager.
• Tracking the implementation of the approved work plan to ensure timely accomplishment.
• Ensuring availability of relevant data collection tools and ensuring consistent use of relevant tools in data collection and reporting processes.
V: JOB TITLE: SOCIAL BEHAVIORAL CHANGE COMMUNICATION AND GENDER PROGRAM OFFICER -(1 POST)

REQUIRED QUALIFICATIONS AND WORK EXPERIENCE
• Clinical Officer or a Nurse Midwife, social workers holding a Diploma/ or degree from recognized institutions, Additional training in community health, public health, community mobilization, counseling are of added advantages.
• At least with 3 years of experience in health-based project with focus on HIV/AIDS, FP, STIs and SRHE and other KvP Proven knowledge on AGYW and Gender based violence
• Experience in HIV interventions and other health services.
• Community health experiences and capacities.
• Ability of Community Health Work, Health Committees (villages Health committees, Ward Development committees, Health facilities committees) etc.
• Ability to build relationship with Female Sex Workers and Vulnerable Adolescent Girls and Young Women at community levels.
• Able to work with Health facility staff, Peer Educators and empowerment Workers at different district council levels.
• Computer literacy is highly required.
• Able to relate gender norms, social & culture and HIV/AIDS in addressing their challenges accordingly.

DUTIES AND RESPONSIBILITIES
• Ensure objectives of the SAUTI are met:
• Promote Community engagement and strengthen District and Village Capacity to implement community level activities.
• Promote positive health seeking behavior and conduct behavioral change communication sessions
• Strengthen the capacity of the community structures to co-ordinate and implement quality activities of the SAUTI in addressing HIV prevention issues
• Collaborate with M&E officer to prepare periodic, field, monthly, quarterly and annual reports
• Provide capacity building and monitoring of peer educators, Empowerment Workers on HIV/AIDS and other sessions as required
• Ensure WORTH programme and other SAUTI interventions are promptly
• communicated to the various stakeholder groups in the community
VI: JOB TITLE: ASSISTANT FINANCE OFFICER -(1 POST)
OFFICE LOCATION: Shinyanga Municipal council, Tanzania
REPORTING TO: Finance and Administrative officer/Finance and Administration Manager
Duration: One year

REQUIRED QUALIFICATIONS AND WORK EXPERIENCE
• University Degree/Diploma in Finance or Accounting.
• Minimum of three years working experience in Finance or Accounting
• Knowledge of USAID rules and regulations
• Able to effectively communicate with senior management, third party vendors, technical staff as well as non-finance staff
• Strong capabilities in language both Kiswahili and English
• Ability to use computer and accounting software and package
DUTIES AND RESPONSIBILITIES
• Assists in monitoring expenditure trends.
• Prepares payments in accordance with financial regulations and approved budget.
• Assists in maintaining non-current assets register.
• Assists in preparing periodic financial reports.
• Prepares payments vouchers in accordance with the laid down policies and procedures.
• Keeps accounting records related duties as may be assigned by the immediate supervisor
• Oversee the financial operation of the organization of and ensure timely and accurate financial report and practices including cash management, payroll, financial disbursements, and ledgers.
• Responsible for ensuring financial information and maintaining all financial records for projects and for the organization.
• Preparing and maintain donor agreements and staff contracts
• Manage financial control, prepare and analyze budgets, develop financial reports and make recommendation to the organization and budget expenditure.
• Obtain approvals from the director and from the donors on all procurements and purchases for the projects and for the organization.
• Monitor the expenditure to ensure that program funds are utilized appropriately by the close of the fiscal year.
• Provide orientation and training to the organization staff on cost –effective management.
• Ensure that all financial reporting is completed on time and submitted to donors.
• Oversee the financial audits of all projects of the organization.
• Provide financial inputs for proposal development, project management, human resource management policies, logistics, travel and other areas of administration.
• To perform any other duties as may be assigned by supervision.

VII: JOB TITLE: DRIVER-(1 POST)
OFFICE LOCATION: Shinyanga Municipal council- Tanzania

REQUIRED QUALIFICATIONS AND WORK EXPERIENCE
• Certificate of Secondary Education with pass in English.
• Valid driving license class C and D
• Certificate in Motor vehicle Mechanics ‘Trade Test’ Grade III or its equivalent from the National Institute of Transport will be an added advantage.
• At least three (3) years driving experience with a clean driving record
DUTIES AND RESPONSIBILITIES
• Driver is responsible to transport staff for field activities
• Fill and maintain vehicle logbooks
• Ensure assigned vehicle is in good condition
• Driver is responsible for inspecting a vehicle prior to leaving the place
• The driver will park the vehicle and make appropriate arrangements so that the vehicle can be serviced otherwise operated safely
• Driver must observe all traffic regulations
• Driver is responsible for taking appropriate measures to secure and safeguard the vehicle until it is parked to the designated location
VIII: JOB TITLE: COMPUTER LAB TECHNICIAN-(2 POST)
OFFICE LOCATION: Shinyanga Municipal Council, Tanzania

DUTIES AND RESPONSIBILITIES
• Operation of the computers and the network,
• supervision of lab equipment and facilities,
• keeping records of equipment and lab supplies, and maintaining the security of the lab.
• They assist AGYWs in the lab by demonstrating the proper use of the equipment and how to use the hardware and software to Learn health messages.
• They are often responsible for the cleanliness of the lab to ensure safety and proper working conditions for the lab users and proper maintenance of the computers.
