PROGRAM SUMMARY: ARISE is a high-quality, results-oriented program to prevent and help eliminate child labor through improved awareness of the hazards of child labor, greater livelihoods opportunities for vulnerable households, and improved access to education for children and youth. The position has an anticipated start date of January 1, 2019.

ESSENTIAL RESPONSIBILITIES: The Field Coordinator is responsible for monitoring and supporting district, community-, and school-level planning and implementation, facilitating networking and collaboration among stakeholders, and reporting on and documenting program activities, achievements, and areas for improvement. Specific responsibilities include, but are not limited to:
 Follow up on plans for child labor mainstreaming and integration by different community-level structures, e.g., DCLCs, CCLCs, village government, primary societies, FBOs, CBOs.
 Follow up on action plans by CCLCs and other community-level stakeholders in grassroots advocacy and where necessary provide technical support to the communities for the sustainability of the advocacy for child labor reduction and elimination.
 Work with the ARISE schools to form anti-child labor clubs, follow up on the activity plans of the clubs, and build the capacity of teachers to enhance the quality and impact of the clubs.
 Work with and build the capacity of CCLCs and DCLCs to implement child labor awareness activities.
 Collaborate with ARISE staff members, and other government and CBO stakeholders to ensure successful VSL group and individual businesses, group dynamics, and cohesion among VSL/agribusiness groups and, when necessary, provide trainings to reinforce them.
 Support and report on youth vocational education linkages and programs. Support youth and VSL groups’ action plans and linkages to community- and district-based markets and extension services.
 Assess the capacity of CCLC members and other ARISE groups and recommend cost-effective initiatives/activities that will build their capacity in addressing child labor among smallholder tobacco farmers.
 Working with other ARISE staff, take a leading role in the organization of ARISE awareness days, World Day against Child Labor (WDACL) commemorations, donor visits, and other field visits.
 Work with ministry extension workers and other change agents to make and follow up on referrals for psycho-social care and other services for child beneficiaries, provide technical assistance, support VSL groups, etc.
 Attend district and ward meetings with relevant stakeholders when possible to inform them of important activities for their buy-in and support of achievement of the project’s goals.
 Document success stories for the program and contribute towards the writing of country update reports, quarterly reports, and annual reports.
 Work with the CCLCs to collect/verify data from ARISE groups, schools, etc. and submit it to the M&E Specialist monthly.
 Compile monthly field reports on programmatic achievements and concerns.
 Complete other tasks as assigned by Winrock.

QUALIFICATIONS AND EDUCATION: Successful candidates will have solid experience facilitating, monitoring, and reporting on programs in complex rural environments with a wide variety of stakeholders. Specific experience and specialization in at least one of the following is required: child labor prevention/eradication, agricultural training/education, youth development, community mobilization, and/or economic empowerment.
 A diploma in community development, education, social welfare, agriculture, or other relevant field.
 At least five years’ experience in agricultural training/education.
 A strong understanding of community development and group dynamics.
 Technical knowledge in savings and entrepreneurship is preferred.
 Experience in capacity building, especially community training, is desired.
 Good interpersonal skills and ability to work on a team.

The position has an anticipated start date of January 1, 2019.

ESSENTIAL RESPONSIBILITIES: The Program Manager is responsible for overall project management, supervision, administration, and implementation of the requirements of the project. He/she will establish and maintain systems for project operations; ensure that all deadlines are met and targets are achieved; maintain working relationships with project stakeholders and oversee the preparation and submission of technical and financial reports to the donor. Specific responsibilities include, but are not limited to:
 Manage all program activities in Tanzania for ARISE III, including direction and supervision of overall program implementation; recruitment and supervision of staff and consultants; timely preparation and submission of Tanzania reports; and preparation of work plans and tools for the Tanzania program.
 Manage partner NGOs and consultants on implementation, monitoring, reporting, and M&E issues.
 Provide technical assistance and support to ARISE Tanzania consultants and partner NGOs in child labor/protection.
 Manage the performance review process for ARISE III Tanzania staff, working with staff to establish and meet personal performance objectives and developing performance improvement plans if necessary.
 Review ARISE Tanzania financial reports and documents such as FOVs and wire requests before their submission to the WI Home Office/Regional Office.
 Manage project assets and oversee financial activity, including maintenance of internal control procedures to ensure that expenses are reasonable, allowable, and necessary and that project assets and premises are used for project activities only.
 Participate in country-level project coordination meetings and share reports and agenda with the ARISE Africa Regional Director.
 Working with the M&E Specialist, track ARISE Tanzania data and ensure reporting and progress on indicators.
 Ensure that the project is implemented as per the SOPs and where and when necessary, make revisions to the SOPs.
 Lead the drafting and development of monthly, quarterly, and annual reports.

 Prepare and deliver presentations during ARISE technical meetings outlining the progress on deliverables and their impact on child labor reduction/elimination.

QUALIFICATIONS: Successful candidates will have solid experience managing donor-funded programs in complex rural environments with a wide variety of stakeholders. Specific experience and specialization in at least one of the following is required: child labor prevention/eradication, agricultural training/education, youth development, community mobilization, and/or economic empowerment.
Education: University degree in international development, management, social science, human rights, law, public policy, or other related field of study required. Master’s degree preferred.
Technical: Minimum of 8 years of demonstrated experience managing child labor prevention/eradication (or closely related programs) required.

Management Experience:
 Minimum 8 years of progressively responsible and professional experience child labor prevention/eradication (or closely related programs), required.
 Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget.
 Strong abilities in financial management, budget design, and budget management.
 Demonstrated success in motivating, supervising, and building the capacity of staff and fostering effective teamwork.
 Experience designing and overseeing monitoring & evaluation systems.

Skills:

ESSENTIAL RESPONSIBILITIES: The F&A officer is responsible for overall administrative and financial management of ARISE Tanzania project. The position will be responsible for providing effective and efficient financial and administrative services such as processing and maintaining all field payments/ financial transactions, financial vouchers, bank accounts, payroll and maintaining staff personnel files, etc. The position will be reporting to the Tanzania Program Manager.

Specific responsibilities of the Finance and Administrative Officer include but are not limited to:
 Financial Accounting and Management
 Manage relations with banking institutions, the medical insurance provider, the Tanzan Revenue Authority (MRA), etc.
 Make payments to staff, vendors, and different suppliers following WI approval processes and policy.
 Regularly update the Field Office Vouchers (FOVs), Receipt Vouchers (RVs), and Journal Vouchers (JVs).
 Develop a monthly payment tracker to take note of when different payments such as office rent is due as per the contracts.
 Maintain bank, cash, and checkbook records as per Winrock and donor record-keeping policies.
 Prepare monthly payroll, Pay as You Earn (PAYE) taxes, including the recording of applicable benefits in the payroll spreadsheet.
 Financial Reporting and Budgeting
 Submit monthly field financial report to the Home Office on a timely basis each month.
 Submit wire requests to Winrock Home Office on a timely basis each month.
 Submit hard copies of Field Office Vouchers (FOVs) to the Regional Office on time each month.
 Assist the Program Manager and other team members to develop quarterly financial projections/forecast and any other budgeting aspects.

Administrative Responsibilities
 Provide administrative assistance to the Program Manager.
 Maintain office filing.
 Assist field office recruitments.
 Maintain staff personnel files.
 Organize office meetings.
 Assist project procurement.
 Complete other tasks as assigned by Winrock.

QUALIFICATIONS: Successful candidates will have at least seven years’ progressively responsible experience working on donor-funded programs.

Education: University degree in accounting, finance, or other relevant field of study is required. Master’s degree preferred. 

Technical:
 At least seven years’ experience in F&A/operational management, including a background in procurement, human resources and staff management, and financial and administrative compliance.
 International development experience in a similar position.
 Experience in the management of field offices is a plus.
 Ability to problem-solve, foster teamwork, adhere to the highest ethical standards, and meet deadlines and deliverables essential.

Skills:
 Fluency in English and Swahili required.

MONITORING AND EVALUATION
 Oversee ARISE Tanzania’s M&E system, including the measurement of program indicators, designing monitoring tools, setting up the data flow system, entering data into the blockchain database, conducting data quality assurance and reporting.
 Work with other ARISE staff, including the ARISE Africa Regional Director, and any external consultants to design, execute, and report on program surveys, including pre- and post-awareness surveys, household surveys, etc.
 Work with the ARISE Program Manager, Africa Regional Director, and home office to ensure that data and indicators are aligned with the blockchain database, JTI’s Agricultural Labor Practices data, and potentially other external data sources.

QUALITY IMPROVEMENT AND PROGRAM OVERSIGHT
 Work with the Field Coordinator and rest of program staff to build stakeholder capacity and oversee field activities.
 Assess the achievement of Key Performance Indicators (KPIs) and work with the rest of the team members to design Quality Improvement (QI) strategies to address any observed shortfalls.

Work Experience:
