IntraHealth International Tanzania Office is implementing a five-year project (2016 -2021) named Tohara Plus Project for “Accelerating the Scale- up of Voluntary Medical Male Circumcision (VMMC) for HIV prevention for Maximum Public Health Impact in the United Republic of Tanzania, under the President’s Emergency Plan for AIDS Relief (PEPFAR)”. This project is funded by PEPFAR through the Centers for Disease Control and Prevention (CDC).

Senior Finance Officer Position for IntraHealth Tohara Plus Project. The position will be based in Kagera.

SUMMARY OF ROLE
Working with the Senior Finance Manager,
the Senior Finance officer will be the first line officer in closing of
the Monthly Financial books of Accounts.
ESSENTIAL FUNCTIONS
- Review payment vouchers to ensure internal control processes have been followed
- Implement and maintain the financial policies and procedures, and monitors adherence.
- Provide oversight and technical support in budget preparations, including providing technical assistance and training to program staff and others as appropriate in financial management and Projects’ budget monitoring.
- Review all the financial reports for accuracy and compliance to donor rules and regulations and organizational policies.
- Prepare periodic Project financial reports as required by donor, headquarters and local statutory bodies.
- Take leadership on audits for the Project operations in Kagera Office.
- Review all documents for payments.
- Interface with IntraHealth Dar Es Salaam office focal persons on finance issues to ensure consistent adherence to IntraHealth policies and procedures.
- Perform any other duties that might be assigned by the supervisor.
EDUCATION/EXPERIENCE REQUIREMENTS
- Must have at least a degree in Commerce or accounting from a recognised University
- Membership to a professional Accounting body shall be an added advantage
- A minimum of 4 years’ progressive financial management experience working within a busy INGO environment.
- Experience working with USAID funded program will be an added advantage.
- Should have a thorough understanding of the statutory requirements regarding applicable taxes and other related remittances.
- Highly flexible and willing and able to independently work under minimum supervision and under strict timelines.
- Must demonstrate ability to account for deliverables
Required Skills:
- Extensive knowledge of USG regulations and Tanzanian laws and regulations;
- Experience working with donor funded international organizations and donors in Tanzania;
- Demonstrated experience with accounting software, preferably QuickBooks;
- Demonstrated excellent personal integrity and confidentiality;
- Excellent interpersonal communication skills with a demonstrated ability to work effectively in team-based environment, and the ability to interact with a variety of technical, clinical and other specialists;
- Demonstrated ability in Microsoft Word and Microsoft Excel, and proficiency using online financial systems and databases; experience with an international auditing firm a plus;
- Oral and written proficiency in English and Kiswahili required.
