Background: Founded in 1807, The University of Maryland, Baltimore, (also known as the University of Maryland or UMB) comprises of some of the oldest professional Schools including School of dentistry, law, medicine, pharmacy, social work and nursing in the United States.
UMB works around the world to enhance capacity of governments, Regional and District Health Management Teams to improve the quality of health services through targeted technical assistance, systems development and institutionalization of quality improvement initiatives. In Tanzania, UMB works through its affiliate, Maryland Global Initiatives Tanzania (MGIT) a not for profit organization.

UMB has teamed up with Amref Health Africa to implement a Comprehensive HIV Care and Treatment project aimed at acceleration of achieving the 95-95-95 goals for HIV Epidemic control and building of sustainable health systems for optimized population-wide health outcomes. The project which is branded as Afya Kamilifu Project received funding from the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) through CDC Tanzania and will be implemented in Tanga Regiona and Zanzibar Islands. UMB and Amref Health Africa will work under the guidance and close collaboration of CDC Tanzania, Ministry of Health, Community Development, Gender, Elderly and Children, Zanzibar Ministry of health, President’s Office Regions Authority and Local Government (PORALG), RHMTs, CHMTs, Health facilities and other stakeholders for successful implementation of the Afya Kamilifu Project.

MGIT is advertising for the following position to support its work under this project, and invites all qualified candidates to apply:
Position: Procurement & Logistic Officer
Reporting to: Director of Finance and Administration
Work Station: Dar es Salaam
Overall responsibilities
The Procurement & Logistic Officer is responsible for performing confidential administrative duties relating to organizing and coordinating procurement activities, review and distribution of information to include: Request for Proposals (RFP's), formal bids, price quotations, annual maintenance agreements and blanket purchase orders 

Duties & Responsibilities
· Oversee Procurement Unit personnel in the purchasing of all goods and services for UMB Tanzania according to the UMB HQ Procurement Policy and UMB Tanzania Procedures Manual, and other related policies.
· Oversee and assist in the coordination and effective planning for large or significant procurement activities.
· Receive and review procurement status reports.
· Oversee adherence to the general UMB purchasing manual.
· Ensure that vendors deliver supplies of high quality and ordered quantity to UMB.
· To secure high value for money and that payments are requested and made in timely manner.
· Review vendor agreements – new and renewals
· Assist and provide oversight of the processing of tax exemptions as per the country agreement between the Government of Tanzania and UMB. Liaise with other NGO on tax issues.
· Organize all procurement activities relating to request for proposals, sealed bids, and collection of price quotations from different vendors.
· Review requisitions for completeness and accuracy; follow up on discrepancies with the initiating department; identify available suppliers for each requisitioned item.
· Organize and maintain computerized records containing vendor and bid information.
· Process requisitions into purchase orders and communicate with the user for updates.
· Receive and date stamps bid responses/quotations, mail as required and organize bids for review by the bid committee team.
· Perform general clerical duties such as maintaining general files, data entry, opening mail, and completing and processing standard purchasing forms.
· Coordinate and schedule meetings and appointments as requested; respond to inquiries
which do not require the personal attention of the DFA.
· Correspond with vendors regarding prices, product availability, and delivery.
· Respond to inquiries from staff regarding requisitions, purchase orders, contracts
and pricing information.
· Oversee stationery and consumable stores.
· Update office inventory on a monthly basis.
· Review LPO for hotel accommodation and travel.
· Ensure support to local, and international workshops in Dar es Salaam.
· Perform any other related work as required. 

Qualification and Working Experience
  • · Bachelor degree in procurement & supply chain management or equivalent.
  • Two years of working experience. Experience with USG and CDC in particular funded projects highly desirable
  • Certification by PSPTB (Procurement and Supplies Professionals and Technician Board) is an added advantage.
· Computer skills especially with Microsoft Office programs.
· Working knowledge of procurement laws and purchasing procedures
· Ability to perform clerical work with a high degree of accuracy;
  • Ability to work independently and manage various tasks in a team setting.
  • Strong organizational and communication skills.
  • Experience with CDC funded projects highly desirable
  • Strong problem-solving skills
  • Fluency in written and spoken English and Swahili.
