Job Description
Purpose of the position:
The Project Coordinator is expected to provide technical oversight in project programming with an emphasis on local value chain development for rice and sunflower and capacity building for smallholder farmers becoming entrepreneurs in Ulaya Area Program, Morogoro, Tanzania. Additionally, the Project Coordinator is expected to lead relationship building with key stakeholders including market actors across the 2 value chains and work closely with the AP and Cluster Managers and the Resilience and Livelihood TP Team Leader.
Major Responsibilities:
1. Project management and leadership
- Lead the strengthening of the rice and sunflower value chain including horizontal and vertical integration, and including financial inclusion. 45%
- Use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources.
- Follow project management standards at all phases of the project cycle: design, start-up, implementation and closeout including:
- Effective transition and start-up planning;
-Evidence-based, action-oriented project management;
-Effective management of supply chain and project assets;
-Accountable and timely project close-out;
-Budget Management
- Ensure the management of project budget in accordance with WVT/WVG and donor requirements.
- Ensure that project expenditures are consistent with approved implementation plans and budget allowability.
- Identify operational and budgetary constraints and formulate appropriate solutions on a regular basis.
2. Monitoring and Evaluation
- Work closely with the Cluster DME Specialist to design and implement M&E system that are in line with WVT/WVG and donor guidelines and that facilitate reporting to WV and donors.
- Liaise with government partners and stakeholders to conduct joint supervisory visits to projects.
- Develop project activity plans and M&E tools, supervise data collection for the M&E indicators, and analyze project progress with regard to M&E indicators.
3. Reporting
- Responsible for managing Savings for Transformation/SAVIX and WVI project database (Horizon), and making sure that the established WV and donor reporting requirements are fulfilled.
- Prepare and submit required narrative, M&E, and financial reports including those for WVG/WVT and donors.
- Review quarterly trend reports and submit to Cluster Manager, Resilience and Livelihood TP Team Leader for subsequent submission to WVG.
- Document best practices and key lessons learned in project implementation and share with Cluster Manager, Resilience and Livelihood TP Team Leader for subsequent submission to WVG.
4. Staff Management
- Ensure staffing for quality (technically sound, timely and effective) project management
- Proactive recruitment and onboarding for timely start-up
- Managing and developing human resources for quality project implementation guaranteeing that the Partnership program quality and best practices are enforced.
5. Capacity building
- Design and oversee training for staff, partners and participating communities on improved rice and sunflower production and market facilitation as well as financial access approaches.
- Provide regular coaching and mentoring to market facilitators, interns, producer groups and producer associations.
- Provide on-going programmatic and technical support to staff responsible for managing local value chain development, rice and sunflower Good Agriculture Practices, processing and value addition.
Perform any other duties as may be assigned by supervisor and/or Senior Leadership Team.
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum Qualification required:
- Should have a university degree in Agricultural economics, Agribusiness, Rural Development or related field.
- Possession of a Masters degree in these fields is an added advantage
Experience:
- Should have a minimum of 5 years’ experience in the management of development work with an NGO operating at the Local or National level
- Experience in the management of public grants
- Prior experience with World Vision an added advantage
Technical Skills & Abilities:
-Should have been involved in Project Design and Implementation, monitoring, evaluation and reporting.
-Sound financial management skills and financial literacy
