Mbeya Water supply and sanitation Authority (Mbeya WSSA) is an autonomous water supply
organization mandated to provide water and sewerage disposal services within the urban area of
Mbeya city. It was established in January 1998 under section 3(1) of Act No.8 OF 1997, repealed
by Act No.12 of 2009.To adequately fulfill its objectives and in line with the expansion of
activities Mbeya WSSA is now inviting applications from suitably qualified and self-motivated
Tanzanians of high personal integrity to apply for the following positions below: PLANNING, DESIGN AND CONSTRUCTION ENGINEER II – (1 POST)
ORGANIZATIONAL RELATIONSHIPS
Appointed by : Management Team
Reports to : Technical Manager
Supervises : None
Salary Scale : UWSA 5
QUALIFICATIONS
Holder of Bachelor Degree or Advanced Diploma in Civil, Water Resources, Mechanical, Electrical, Environmental or Sanitary Engineering from a recognized institution. Computer competence in engineering packages will be an added advantage.

TERMS OF CONTRACT
Permanent and Pensionable
DUTIES AND RESPONSIBILITIES
i. To assist in collection and analyzing systems and procedures for urban water supply and sewerage network.
ii. To assist in carrying out technical, economic, social and financial appraisal or proposed projects.
iii. To assist in carrying out master planning for urban water supply and sewerage network.
iv. To analyze demand for water and sewerage service.
v. To assist in establishment of design standards and specifications for all development works undertaken by MBEYA WSSA.
vi. To supervise all water supply and sewerage network construction contracts. vii. To ensure that proper construction progress records are kept and periodic progress reports are produced for each contract.
viii. To assist in assessment, design and supervision of extension of water distribution lines.
ix. To carry out any other duties as may be assigned by the supervisor.

TERMS OF CONTRACT

DUTIES AND RESPONSIBILITIES
i. To prepare sewerage network schedules.
ii. To collect and analyze data on sewerage.
iii. To conduct training for sewerage staff on the use of safety and sanitary gears.
iv. To analyze the extent of damaged pipes before declaring them to be removed.
v. To supervise investigation on illegal sewerage connections and recommend rectification measures.
vi. To determine amount of waste water being discharged to the sewerage network.
vii. To compile monthly and quarterly sewerage operations and maintenance reports.
viii. To perform any other duties as may be assigned by supervisor.
ZONE COMMERCIAL OFFICER II – (5 POSTS)
ORGANISATIONAL RELATIONSHIPS

Reports to : Zone Officer In charge
Supervises : Customer care, Control/Repair Team, Meter Readers
Salary Scale : UWSA 5
QUALIFICATIONS
Holder of a Bachelor Degree in Business Administration, Accounts, Procurement, Human Resource, Sociology and / or any other related fields with experience of at least 1 year

DUTIES AND RESPONSIBILITIES
1. Major
Ensure that business in growing by ensuring that customer base is increasing, simultaneously with the increase of the water demand level and the monthly billing is on the rising side
2. Specific
1.1 To know all details of your customers (Account Numbers, Names & location) within your zone.
1.2 Keep customer database records & perform continuous customer’s survey updating the records regularly.
1.3 Sensitize the community for efficient use of water, safeguarding the water supply and sewerage systems, water meters and conserving the environment
1.4 Mobilization & campaign for new water connections. This is in order to affect the expansion of the customer base and thus the revenue potential. 1.5 Mobilization of disconnected customers to revive their water services, also to revive moribund and dormant accounts.
1.6 Work closely with other zone in charges officers and heads of departments/sections in order to facilitate the working modalities and hence achieve Authority’s perfections.
1.7 Ensure all active customers in your zone are billed on monthly basis and every customer gets water bill at the end of the month. The value of the bills should justify the actual quantity of water consumed by each customer
1.8 Create customer awareness, education and sensitization on payment of their bills on time.

ZONE TECHNICIAN II – (5 POSTS)
ORGANISATIONAL RELATIONSHIPS

Reports to : Zone Officer In charge
Supervises : Technicians, Plumbers
Salary Scale : UWSA 3
QUALIFICATIONS
Holders of an Ordinary Diploma or Full Technician Certificate in Water Resources Engineering, Water Laboratory Technology, Civil Engineering, Mechanical Engineering, Electrical Engineering, Sewerage, Sanitary/Environmental Engineering from any recognized Technical Institution with experience of at least of 1 year in water supply and sewerage industry.

DUTIES AND RESPONSIBILITIES
1. Major
Key Supervisor of all water supply functions in the supply zones and official point of contact for all Technical issues concerning your zone.
2. Specific
i. To cooperate with O&M Engineer/O&M Technician in preparing plan of action for preventive O&M works in the zone on daily basis.
ii. To supervise water distribution & rationing in your zone as per rationing time table. Ensure all customers in your zone are served with adequate and safe water supply; otherwise you should report immediately to O&M section in case of deficiencies.
iii. Understand the quantity of water consumed against demand in your zone. iv. To monitor distribution network and customer condition, water losses through leakage and attend pipe leak repair efficiently and timely. In case of major leaks, report to head of O & M Section/Technical Manager for more work strength.
v. Your regular visit and familiarization with distribution network will help you to identify bottlenecks and causes of water losses within your zones and report any potential technical works for rehabilitation, improvement or extension in your zone.

GENERAL REQUIREMENTS
i. Applicant MUST be a Tanzanian
ii. Applicant Age should not be above 45 years
iii. Applicants who studied outside Tanzania should have a Certification from NECTA and TCU
iv. In Service Applicants should seek approval from their current employers
v. Applications that dully fulfills these requirements will be considered invalid
