One of the main areas of concern in the world today is climate change and the move to cap global carbon emissions through investment in energy efficiency and clean energy technologies. The environment and energy crises are major issues worldwide. The release of greenhouse gases, especially CO2 from power generation using coal, gas and steam, depletes the ozone layer and creates more pollution. Shortages in fossil fuels and increasing energy demands also contribute to the energy crisis.

The UN system is committed to improving the environmental performance of its facilities and operations. Several UN entities have adopted a systematic approach to reducing their environmental footprint, as per their commitment to move towards being climate neutral in their facilities. Towards this goal UNICEF Tanzania is looking at utilizing solar in its DSM facility. Abundant solar radiation – being in the solar belt, Tanzania receives between 7.7 – 9.6 hours of sunshine per day. Solar should be viewed as a valuable natural resource in Tanzania.
Solar energy can be generated in two forms, namely electricity and heat. Solar cells or “photovoltaics” (PV) are used to convert solar radiation into electricity. Photovoltaic systems release no greenhouse gases into the atmosphere and they don’t even need direct sunlight to produce energy; they just need daylight and this means they can operate even during cloudy and less bright days. It's true that you can't make solar energy at night, or on overcast days, therefore use a battery bank to store power to use at night. The biggest advantage is that it uses a renewable source of fuel, the sun.
UNICEF is seeking to implement a more resource-efficient and sustainable way of office operations towards ‘greening’ initiatives. In this context, UNICEF Tanzania country office (TCO is planning to install around 30 - 50KW rooftop solar photovoltaic systems. The installation will be in the 133 Karume Road, Oysterbay premises.
Specific Tasks /Major Tasks to be Accomplished
The agency/consultant shall to the following:
- To do the feasibility analysis for installation of rooftop solar power system. Assess the potential for use of solar PV systems to supplement the current power requirements of the UNICEF premises;
- Conduct a physical site analysis to confirm proposed location(s) of the solar array(s) are suitable and that the advised available space is correct. This analysis shall investigate and consider and record any shading on any proposed solar panel array locations and other environmental & surrounding factors;
- All detailed design calculations relating to the whole solar PV system shall be provided. These calculations shall demonstrate array sizing methodology and calculations, battery bank sizing methodology and calculations, cable sizing calculations. All efficiency losses etc. of each sub system are to be included and evident in the calculations.
- PV system capacity optimization based on energy demand and load characteristics in the UNICEF premises;
- Design proposal should consider both with battery back-up and without battery back-up solutions.
- Provide a plan, including budgets, to install and operate the solar PV systems in the estate premises;
- The system has to be designed fulfilling the relevant International and Tanzania Solar standards;
- Specifications for major equipment and balance of system equipment such as PV array, inverters, batteries, structures, electrical conductors and junction boxes, transformers, switch gears, system protection and on line performance monitoring system.
- Coordination with local building authority if needed.
- System schematic and engineering drawings : -

- Conceptual schematic layout;
- Electrical single line diagrams;
- Mounting layout drawings;
- Cabling layout;
- Earthing layout;
- Cable and interconnection schedule;
- Protection and interlock requirements;
- Fault level calculations and relay settings

- To do the quality inspection during installation work, post commissioning performance assessment.
- Provide strategic Operation & Maintenance plan and cost for the same and also Manpower and skill requirement.
- Project cost & life cycle cost benefit analysis
- Capital cost with component-wise breakup;
- O&M cost;
- Life cycle cost benefit analysis;
- Energy savings, resulting GHG emission reduction;
- Renewable Energy Certificate (REC) benefits.
- Technical bid facilitation:
- Support in the technical bid analysis and evaluation;
- Conduct regular site visits and supervision during construction, liaise with the vendor and UNICEF officials on the progress, and on call basis whenever required consultant shall undertake monitoring and performance evaluation of the systems post-installation and commissioning.
- Deliverables/ Outputs
- Conduct all field related work – survey of the project site, data collection, collation & analysis; submit a progress report on the work undertaken;
- Submit the final of the project feasibility report ;
- Submit final scope of work of vendor, detail specifications of each component used in Solar PV system, detail drawings;
- Evaluation of technical bids;
- Supervise during installation, and on commissioning of solar based lighting systems for fence lights;
- Provide performance report of the solar power systems post commissioning of the systems whenever the visits are undertaken based on the call.
- Estimated Duration of Contract and Deadline for Submission of End Product:
- 9 months
- Expected background and Experience
Essential: 8 years’ work experience in the field of renewable energy. During the last 3 years consultant must have worked on at least 2 solar potential assessment studies in buildings. Desirable: 10 years of work experience in field of renewable energy systems. During the last 3 years work at least 4 solar potential assessment studies in buildings has been undertaken.
Qualification for the experts:
Essential: Master’s degree in Engineering or science stream. Desirable: Advance degree in Engineering/Physics, Master’s in energy systems with special emphasis in solar energy. Qualified Energy Auditor/Energy Manager.
