Political instability in Burundi and the Democratic Republic of the Congo has caused a large number of refugees to seek sanctuary in Tanzania, and as of May 2017, Tanzania is hosting about 240,000 Burundian refugees. To respond to this situation, NRC opened an operational office in Kibondo, North Western Tanzania in November 2016 and became Implementing Partner with UNHCR from 1st May 2017 for Camp Management and WASH in Nyarugusu Refugee Camp.

The Norwegian Refugee Council (NRC) is recruiting a Logistics Coordinator who will be responsible for overall implementation of the NRC Logistics systems and procedures for NRC Tanzania Kibondo Area Office, and Field Office Sites.
The purpose of the position is planning, organizing and coordination of the logistics functions and responsibilities, (including. procurement, vehicle management, stock and warehouse management, and assets), to ensure efficient and effective delivery of goods and services in support of programme implementation in NRC Tanzania.
Job description
Generic responsibilities
Implement NRC’s Logistics systems and procedures at area level
Ensure adherence to NRC Logistics policies, handbooks, guidelines and donor requirements
Prepare and submit Logistics reports and analysis
Ensure proper filing of all support documents
Support line managers in procedures and require support team trainings
Management of Logistics team
Ensure development and implementation of logistics systems and procedures
Provide anti-corruption, transparency and cost efficiency focus in all logistics functions
Specific responsibilities
Co-ordinate and manage the supply and logistics support for operations within NRC Tanzania area of operation, including requisitioning, tendering, receiving, storing, issuing and delivering goods;
Manage ongoing procurement and explore the options to further expand the potential procurement opportunities in the vicinities of the area of operation;
Responsible for initiating market surveys to keep purchase committee members updated at all times regarding prevailing market costs;
Responsible for reviewing and updating standardised contracts/agreements between NRC and supplier(s) to meet NRC, Donor, and Audit requirement;
Responsible for vehicle management, stock and warehouse management, and asset management ensuring logistics records are updated for all locations;
Implement clear policies on use, maintenance and servicing of NRC vehicle fleet;
Coordinate with Tanzanian authorities, UN agencies and national and international organizations on clearance and importation procedures where needed;
Oversee production of the monthly Logistics Report annexes and submit to Area Support Manager and/or Regional Logistics Advisor;
Responsible for overseeing the flow of information in regard to changes to logistics functions guidelines to all member of NRC Tanzania: management, programme and support staff;
Coordinate and maintain a supervisory role for the Logistics staff, including performance monitoring and appraisals;
Assess capacity building needs among logistics staff in collaboration with the Support Manager and discuss actions for implementation;
Organise or conduct on-the-job trainings and capacity building for staff working in the Logistics Team. If required, recommend external trainings; and
Provide logistics training for programme personnel.
Qualifications
Minimum 3 years of in a logistics management position, preferably in a humanitarian/recovery context
Previous experience from working in complex, volatile contexts and remote management
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Ability to work independently and with limited supervision.
Ability to work under pressure.
