PURPOSE OF POSITION:
Meets clients’ requests for technical assistance to ensure programmes are technically sound and quality improved in programme design, execution, monitoring, evaluation and scale-up of core project models. Technical assistance provided to clients in grant-related requests contributes to growth in grant portfolio and meets donor requirements.
Leadership provided to a team of technical and sub-sector professionals and collaboration and planning with cross-sector Sr. Technical Advisors ensures quality, timely and well-integrated services to the client.
Meets other technical consulting service requests in other areas such as project guidance materials, donor representations, policy influence roles as requested by Global Center / Regional Office (GC/RO) and other clients.
KEY RESPONSIBILITIES:
Strategy:
- Contributes to global sectoral approach (based on requests from GC sector team).
Policies, Standards and Guidance:
- Provides options and recommendations to National Offices on the development of Technical Approach/Technical Programme (TA/TP) to best meet the ministry strategies and targets in the client’s context for programme execution.
- Provides high quality technical support to the clients in the design, execution, monitoring and evaluation of technical programmes.
- Co-creates and develops new project models in collaboration with and as per the requests from the GC Sector Lead.
- Scale-up core project model implementation in National Offices (NOs), in alignment with strategy.
- Provides technical expertise to NO to contextualize and adapt partnership guidance.
- Conducts mid-term reviews of technical programmes in response to requests from National Offices (NOs), Regional Offices (ROs) and Support Offices (SOs).
- Ensures quality of technical services and capability of external technical consultants in respective sectors.
Staff Capability:
- Identify talented and or capable sector professionals in NOs and share the information with GC Sector teams.
- Provides capacity building services for sector competency development as per the requests from clients.
- Build capability of TSO sector specialists through coaching, mentoring, and appropriate on-the-job and external learning opportunities.
- Directs and plans work with senior technical specialists from other sectors to ensure cross-sectoral integration in achieving the Child Well-Being (CWB) objectives as per the project models being scaled up.
- Maintain up-to-date knowledge and awareness of evidence-based approaches in the sector globally for both development and humanitarian contexts.
- In addition, maintain up-to-date knowledge and awareness of approaches being applied in related sectors or themes in development and humanitarian contexts and identify approaches which show promise for the Sector.
- When deployed, provides technical expertise during emergency responses.
Innovation/Research:
- Identify innovative and promising approaches in field implementation and share the information with GC Sector team and Communities of Practice (CoP).
- Collaborate with GC sector teams to ensure learnings are disseminated.
- Ensure learnings are shared within TSO.
Resource Development:
- Develops major proposals for grant donors as per specific requests from clients.
- Provides other services such as donor liaison or acting as Chief of Party during grants start-up based on service requests from clients.
Programme Quality/Evidence of Impact:
- Lead team of 4-7 sector and sub-sector specialists to ensure that NOs and SOs receive the best quality and timely technical services in specific sectors for programme design, execution, monitoring, evaluation and scale-up of core project models in alignment with WV’s strategy.
- Reviews the quality of technical services by the TSO specialists when issues of technical quality are escalated to line management by clients.
- Ensure NO TA and TP designs meet organizational standards.
- Participate in programme evaluations where requested by NO.
Knowledge Management and Communications:
- With Director Quality and Innovation document learnings, case studies or evaluations to ensure learnings are shared with the broader CoP.
- Contributes to organizational learning through active engagement and leadership within CoPs.
- Ensures participation of TSO technical specialists in Sector CoP.
- Collaborate with GC sector teams to ensure learnings are disseminated.
- Ensures personal ongoing professional development and growth.
Internal Relationships:
- Works closely with the GC Sector Team lead and ministry leaders to ensure collaboration and coordination.
External Engagement:
- Engage with external agencies as needed in the provision of technical services to clients.
- Based on requests from GC sector team, Advocacy & Justice for Children/External Engagements (AJC/EE) and other clients represent WV as required.

KNOWLEDGE, SKILLS & ABILITIES:
- Masters in sector, International Development or related field.
- Leaders in their field, 5-10 years (min) field level experience.
- Geographic/donor experience necessary; practitioner with higher level thought leadership and people management skills.
- Sector DME experience.
- Language skills appropriate to geographic assignment; understanding of WV’s identity and distinctive (TD, partnering, etc).
- Training/adult learning as a required capability.
- Strong experience in grants acquisition and management with bilateral and multilateral donors.
