Position Summary: The Medical Officer will report to the Program Manager for medical related project activities, including but not limited to, access to curative and preventive health services; trends and performance on morbidity and mortality; capacity and quality of community health; safe motherhood and maternal and child continuum of care; and sustainable support to local health services.
Medical Teams International Refugee Response Program – Kibondo, Tanzania
Medical Teams International provides life-saving medical care for people in crisis, such as survivors of natural disasters and refugees. Beginning March 2018, MTI is operational in facility and community-based health services through privately funded projects, implementing direct services in partnership with TRCS in Mtendeli and Nyarugusu refugee camps in Kakonko and Kasulu districts. Additionally, MTI is piloting a health behavior change methodology engaging local faith leaders in Nyarugusu. 

Essential Duties and Responsibilities
  • Provides overall technical support, supervision and coordination in planning, implementation and evaluation of all project activities, including contributions to monthly activities reports in multiple medical clinics and refugee camps.
  • Provides oversight and supportive supervision to Medical Teams International partners in the health facilities including quality performance of under 5 malaria clinics, triage and growth monitoring services at all health facilities support by the project
  • Supports the partner in expansion of community health promotion activities, focusing on Health Information Teams and Traditional Birth Attendants
  • Provides technical support to improve outcomes in comprehensive safe motherhood interventions including emergency obstetric care; adherence to national blood transfusions system
  • Works closely with the supply chain system to ensure that supported health facilities are equipped with adequate, skilled medical staff, identify areas clinical staff require training 
  • Oversees planning, program monitoring and evaluation, and management to ensure informed decision-making, timely implementation of program activities, and achievement of contracted targets with the Medical Teams International partner
  • Analyzes and troubleshoot any challenges to program implementation and resolve any human resources issues that arise
  • Provides input into the financial/management aspects of the project including monitoring expenditures and budget variances in line with project activities 

Qualifications
-Professional health degree required, MD or MPH preferred
--Minimum of 3 years refugee response experience, preferably in refugee camp settings implementing and managing health programs.
Proven experience with maternal, newborn and child health, nutrition, reproductive health, HIV/AIDS and health systems strengthening.
-Demonstrated strong written program reporting skills, supported with field or practical epidemiological and surveillance capacity.
-Experience in interfacing with UN agencies, partners, volunteers and government and NGO agencies, refugees and host community.
-Strong skills in designing, monitoring, and evaluating health interventions.
-Experience providing supportive supervision and facilitating capacity building for a multi-disciplinary team.
-Experience conducting household surveys and monitoring health facilities.
-Experience in social and behavior change and community mobilization highly desirable.

-Fluency in English and Swahili, speaking and writing.
-Knowledge of and experience in working with and coordinating international and national partner organizations.
-Ability to live and productively work in resource limited settings, unstable and/or harsh environments.
-Excellent program management, project planning and monitoring, budget management and organizational, interpersonal, and communication skills.
-Must be able to work independently while being a strong team player with proven management and leadership skills.
-Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity.
