Senior Planning and Monitoring Engineer
Duties and Responsibilities
- To facilitate the preparation of performance agreement between the Road Fund Board and the implementing Agencies
- To review progress reports from implementing agencies assess their compliance with performance agreements
- To conduct monitoring of the implementation of road works by the agencies
- To facilitate the preparation and implementation of the strategic plan;
- To review annual operational plan, budget and action plan for implementing Agencies and advice accordingly;
- To facilitate the preparation annual, quarterly and monthly reports of Roads Fund Board;
- To coordinate and carry out specified routine technical tasks which require a higher degree of technical knowledge and skills
- To participate in review and recommendation on allocation formula of a fund to implementing agency to undertake roads management at a level that is sustainable and affordable
- Follow-up implementation of monitoring findings to the implementing agencies;
- To prepare monitoring plan and budget;
- To participate in reviewing design, contract documents and progress report for donor-funded projects;
- To perform any other duties as may be assigned.

Senior Computer Systems AnalystDuties and Responsibilities
- To facilitate the implementation of information technology(IT) and e-Government Policy;
- To facilitate the development of integrated information and communication technology;
- To ensure hardware and software are maintained
- To ensure proper procurement of proper software and hardware
- To facilitate the establishment and use of electronic mail communication on LAN and WAN;
- To carry out survey in proposed areas of using IT as an instrument to improve service delivery
- To review annual operation plan, budget and action plan of implementing agencies and advise accordingly
- To facilitate the development of integrated management information systems for the corporation;
- To coordinate the development of integrated information and communication technology;
- To develop integrated management information system for the office
- To coordinate in disaster recovery and business continuity planning process; and
- To perform any other duties as may be assigned by supervisor
Qualifications and Experience
A holder of Bachelor’s Degree in Computer Science or related field from a recognized institution with a working experience of not less than six years in the related field
Required Skills
- Experience with relational databases
- Practical skills in using SQL(Structured Query Language).
- Practical skills in using the .NET software framework
- Experience with object-oriented programming
- Knowledge and experience in developing web-based applications
- Sound knowledge of Windows and Linux operating systems
Knowledge
- Excellent understanding of coding methods and best practices
- Ability to design, write, test, maintain, and debug computer program source code
- Prior experience interviewing end-users for insight on functionality, interface, problems, and/or usability issues
- Hands-on experience developing test cases and test plans
- Knowledge of applicable data privacy practices and laws

Senior Monitoring and Evaluation OfficerDuties and Responsibilities
- To facilitate the preparation of systematic and realistic monitoring plans that capture quantitative and qualitative data to report on road network performance;
- To facilitate development and maintenance of effective information database on road maintenance and revenue collection for the Fund;
- To provide technical support for operational research
- To facilitate the preparation and implementation of the strategic plan
- To establish and implement institutional risk management;
- To design and cause for implementation of a monitoring and evaluation system that measures the effectiveness of the Fund’s activities;
- To monitor and evaluate overall progress on the socio-economic impact of road maintenance;
- To monitor the sustainability of the Fund;
- To provide inputs, information, and statistics for quarterly, mid yearly, annual and other reports accordingly;
- To monitor all fund’s activities including revenue collection, disbursement, expenditure and progress towards achieving road maintenance and
- To perform any other duties as may be assigned by supervisor
Qualifications and Experience
- The holder of Master’s Degree in Economics, planning or similar related field from a recognized institution, with work experience of at least six years in monitoring and evaluation of program implementation using qualitative and quantitative approaches.
- Having a postgraduate diploma in monitoring and evaluation and knowledge in ICT/computer applications including MS-Office and any other professional packages is an added advantage.
