JOB DESCRIPTION
Purpose of the position:
Provide P&C (People and Culture) strategic, technical and administrative support, while facilitating teamwork that will enhance efficient and effective service delivery necessary to maintain a healthy People & culture environment in World Vision Tanzania (WVT) Field Offices and to all stakeholders
Major Responsibilities:
1. Design and roll out of Global and Regional P&C initiatives in WVT
- GAM and P&C collaborative initiatives design and rollout
- Roll out and maintain Succession and Talent management plans and execution
- Blended learning sensitization within the WVT staff community
- Organization Capacity Plan (OCP) and program Capacity and Performance Review (PCPR) integration within WVT
- People and Culture implications of Global and Regional Change initiatives,
- GTRN and P&C collaboration
- Effective management of Our People system
- Our Voice execution, analysis and follow- up
- Work as first level consultant with line managers and their leadership teams to identify strategic people needs
- Act as a thought partner with line managers to improve people-related priorities in WVT
- Coach WVT P&C Business Partners on HR and people management practice as the need arises
- Provides assistance and guidance to P&C executives on a broad range of human resource policies, programs, and practices.
- Ensure a business partnering role to Directors and Managers in providing technical advice on optimizing staffing plans & projects
- Maintain current understanding of the client’s department, strategy, people- related issues by becoming valuable member of client's leadership team
- Provide support to P&C Director to develop P&C strategies which support the EAR P&C strategy and is aligned with the P&C LEADER framework, and allows forecasting of people and culture
- Assist development and roll out of programs and tools to support career development, leadership development, succession planning and retention of high potential staff
- Act as a thought partner to line managers to maintain a positive employee-employer relationship and promote a high level of employee commitment and motivation
- Support P&C Director in the roll-out of annual employee engagement surveys, analysis and development and implementation of engagement action plans
- Support annual benchmark reviews of salary and benefits for national staff to ensure a competitive market position and champion the roll-out of new benefit schemes
- Provide leadership, guidance, counseling, and training to managers on employee relations issues and the Employee Relations protocol
- Assist managers with issues related to interviewing, hiring, terminations, promotions, performance review, harassment and other HR topics in line with policies as the need arises.
- Collaborate with line managers to design organizational structures, job roles, and talent management processes to drive organizational strategy, promote accountability, learning and innovation within the organization
- Facilitate a culture of accountability and facilitate the roll-out of a strategically aligned performance management system
- Facilitate promoting a customer service culture, professionalism and accountability within the P&C team
- Advise P&C Director on the need for development and ongoing changes of the WVT people plan
- Actively partner with leaders and work with them to collaboratively identify practice improvement
- Identify and support relevant development opportunities for P&C staff.
- Maintain current understanding of all WVT departments, strategy, people related issues by becoming a valuable contributor to National Office SMT leadership team
- Provide strategic guidance to the P&C team on systems, policies & procedures
- Provide technical guidance in the review, contextualization and roll-out of Global & Regional People & Culture policies
- Apply rigorous project management techniques to planning and implementing cross-functional HR initiatives that support current and future business strategies
- Communicates regularly with the P&C staff to exchange information and provide ongoing support and problem resolution
- Networking with other line managers, HR associations and related institutions or HR staff in other International NGOs or organizations in the Cluster/Field offices as well as encouraging P&C team to do the same
- Ensure quality and timely submission of the P&C monthly report for Project hired staff (by 25th of the month) which also links to the P&C performance indicators and agreed dashboards
- Ensure reporting of P&C budget utilization for the existing FY at the end of each quarter for decision making and planning in the next quarter
Minimum Qualification required:
- Minimum Qualification required: Degree in Human Resources, Public Administration, MBA, or related field Human Resources, MPA HRM (Public Administration)
- Experience: 5 years in Human Resource Management
- Preferred: At least 3 years of managerial experience in an international organization
- Good knowledge of normal organizational policies, Tanzania labor law and legal requirements
- Good skills in conflict resolution/problem solving, teamwork, crisis management, training facilitation and coaching.
- Effective communication skills
- Good understanding of World Vision operations
- Ability to maintain effective working relationships with staff and partners at all levels
- Excellent interpersonal and coaching skills.
- Ability to work with various departments and foster teamwork
- Skills in database management and record keeping
- Ability to maintain the highly confidential nature of human resources work
- Ability to exhibit an exemplary lifestyle as interpreted in the specific local context
- Proven candidate sourcing and relationship building skills
- Experience in working in a multi- cultural environment. Experience in a hardship context will be an added advantage
- High level of commitment and working with minimal supervision

- Able to manage multiple priorities in cross-cultural teams and prioritize under pressure

- Work environment: Office-based with frequent travel to the field
- Travel: 10% Domestic/international travel is required.
