RTI International is seeking staff for the U.S Agency for International Development (USAID) Promoting Tanzania’s Environment, Conservation, and Tourism (PROTECT) project that addresses factors in Tanzania that threaten biodiversity conservation and natural resource management. USAID PROTECT is a 5-year activity that will end in March 2020. We are recruiting a Natural Resources Management (NRM) Policy Specialist in Dar es Salaam.
1. NRM POLICY SPECIALIST – Dar es Salaam
The USAID PROTECT NRM Policy Specialist will be responsible for assisting with the implementation of the project’s policy research and advocacy component. His/her tasks will include support an implementation of policy advocacy and research activities under Activity 1: Stronger Policy Research and Advocacy of the USAID PROTECT Project. S/he works with USAID PROTECT Resources, Rights, and Governance Specialist. DCOP and COP.
Key responsibilities
Assist in the development and timely implementation of Policy. Research, and Advocacy (and cross-cutting) activities, as identified in the USAID PROTECT workplan
Conduct activities that strengthen the enabling conditions for improved management of Tanzania’s natural resources
Support activities that promote research and analysis to better inform policy makers, implementers, communities, and the dogor community to drive a more harmonized, integrated, and enabling the environment for sustainable NRM in Tanzania
Produce high-quality NRM information to inform discussion and action at multiple levels of decision making
Network with NRM stakeholders and support advocacy efforts
Deliver NRM information, analysis, and recommendations as issues arise and as this information is needed by decision makers and policy makers
Identify, recruit, and manage local consultants and subcontractors implementing technical activities under Policy, Research, and Advocacy
Provide monthly status updates on technical implementation both verbally (i.e. staff meetings) and in written format (i.e. monthly implementation plan, USAID PROTECT monthly and quarterly progress reports. USAID PROTECT annual reports)
Contribute to the development of project success stories and key achievements in collaboration with the Communication Specialist
Collect and analyze M&E data in collaboration with the M&E and GIS Specialist
Promote interactions and cross-team exchanges through the mobilization of in-house expertise
Qualifications and Experience Requirements
Minimum Bachelor’s Degree or equivalent in natural resources management, environmental policies/law, or ecological sciences
Minimum of 6 years of managerial and/or technical experience in Natural Resources Management Policy, Research, and Advocacy
Proven experience in undertaking activities aimed at improving wildlife conservation, protected area management (including community-based conservation), wildlife laws, and policies
Experience working with protected area authorities and ministries managing the environment and natural resources
Ability to liaise and coordinate effectively with officials within the Government of Tanzania
USAID donor experience, a plus
Must be fluent in English, with strong report writing ability

Excellent knowledge of MS Word. Outlook. PowerPoint. Excel
Excellent oral and written communication skills
Ability to work in a fast-paced environment and meet deadlines under pressure
Ability to multi-task

COMMUNICATIONS TEAM LEADER – Dar es Salaam
The USAID PROTECT Communications Team Lead will be responsible for leading communications and outreach for all USAID PROTECT activities; USAID PROTECT’S communications grants; and USAID PROTECT’S direct support to USAID on biodiversity communications. S/he works with USAID PROTECT Communications Specialist on a day-to-day basis and with other project staff and grantees.
Key responsibilities
Lead all communications/stakeholder engagement activities that directly contribute to the technical objectives of USAID PROTECT
Manage implementation of the USAID PROTECT’S Strategic Communications Plan, and collaborate with the technical team on their roles in project communications and stakeholder engagement
Support technical activities related to social behavior change communications campaigns with communications and social media outreach
With direction from the Chief of Party, liaises with the USAID Development, Outreach, and Communications (DOC) staff on all project branding and marking requirements
Provide leadership and establish guidance for USAID PROTECT on document formats, including branding and marking in accordance with USAID policies
Ensure project communications and branding guidelines and best practices are followed by grantees and the USAID PROTECT team
Edit and format technical reports, contract deliverables, and promotional materials, ensuring clear and concise English language usage and professional presentation
Prepare quarterly and annual report submissions relating to communications and outreach
Write press releases, project summaries, fact sheets, social media posts, and other communications materials to highlight project successes and challenges
Review and finalize success stones prepared by the Communications Specialist
Provide training to staff in effective photography
Develop materials and train current and new USAID PROTECT staff on project communications
Identify key public events and campaigns that USAID PROTECT should be made aware of and/or may participate in, in accordance with the technical objectives of the project
Identify and supervise external contractors as necessary to successfully implement USAID PROTECT communications activities
Serve as technical lead for USAID PROTECT communication grants including developing a strategy for USAID PROTECT communication grants, identifying potential grantees and important themes, and providing guidance to partners for the implementation of communications-related grants
Liaise closely with the USAID PROTECT COP and USAID PROTECT Grants Manager to ensure the effective and efficient implementation of the communications grants
Develop specific communications and outreach strategies, campaigns, and products to support the USAID Tanzania Natural Resources Management Team
Supervise the Communications Specialist
Qualifications and Experience Requirements
Minimum Bachelor’s degree required in relevant field
Minimum 10 years of experience in communications and outreach
At least 5 years USAID communications experience
Experience preparing communications plans. Demonstrated ability to think strategically about communications objectives
USAID donor experience, a plus
Must be fluent in English, with strong report writing ability
Skills & Abilities
