Translation of National MVC Identification Guideline in to Kiswahili
The Community Health and Social Welfare Systems Strengthening Program (CHSSP) is seeking a highly qualified Tanzanian consultant/consultancy firm to review the national Guide on Most Vulnerable Children Identification to provide clear guidance on Most Vulnerable Children identification.
CHSSP is a five-year USAID/PEPFAR funded project led by JSI Research & Training Institute, Inc. (JSI) and implemented in partnership with Initiatives Inc. and World Education Inc./Bantwana. CHSSP seeks to improve the health, well-being, and protection outcomes for HIV affected and other most vulnerable populations through strengthened linkages between the health and social welfare sectors.
The Government of Tanzania, through the Department of Social Welfare (DSW) in collaboration with stakeholders developed a process guide for the identification of most vulnerable children in 2002. The guide aimed at facilitating communities to identify Most Vulnerable Children and develop community based action plans to improve their wellbeing, care and protection and mitigate the impact of HIV/AIDS on children and vulnerable households.
Currently the guide has been used to conduct identification in 111 councils and almost 897,913 including 422,019 girls and 475,894 boys Most Vulnerable Children have been identified.
Lessons have been learnt that there is a need to improve the guide to include;
• Criteria for identifying other categories of Most Vulnerable Children which were not clearly captured during the process of identification which includes children living and working on the street and beggars, children infected and affected by HIV/AIDS and trafficked children just to mention a few.
• Lack of ownership by local government authorities due to inadequate involvement of PO-RALG during development of the guideline led to poor sustainability.
• High cost in identifying Most Vulnerable Children using the guideline has been identified by stakeholders as a challenge for sustainability of the process.
• The guideline need to specify how will contribute to the 90, 90, 90 goal hence contribute to HIV/AIDS epidemic control
In 2017 MOHCDGEC in collaboration with CHSSP managed to develop the revised Most Vulnerable Children Identification Guidelines which will be used as a tool to identify most vulnerable children at the community level. This guide has been signed by the government already and it is in English.This calls for the need to translate this document it into Kiswahili.
Rationale for Translating the MVC identification Guidelines
The Most Vulnerable Children Identification Guidelines has been developed in English language which is not easy to be used by lower carders, It is important for this document to be translated into Kiswahili because they will be used by Community case Workers at community level to Identify Most Vulnerable Children and therefore having this guide in Kiswahili will easy communication during the process.
Objective of the Assignment
The overall objective of this consultancy is to ensure the Most Vulnerable Children Identification guide is translated in to Kiswahili so as to provide clear guidance on identification process, criteria for identifying most vulnerable children, their caretakers and needs to inform proper intervention for care, support and protection.
Scope of Work
Specific scope of work includes but should not be limited to the following:
i. Reviewing recent literature on Most Vulnerable Children identification, care, support and protection and studying the Kiswahili language used so as to avoid misleading particularly when translating technical terms. The identification of existing materials may require key informant interviews with government and international organizations (i.e. UNICEF);
ii. To review English Most Vulnerable Children Identification Guide so us to understand the document before starting the translation
iii. Translate the English Most Vulnerable Children Identification guideline in to Kiswahili
iv. Submit the first draft of translated Most Vulnerable Children Guideline to DSW and CHSSP technical team
v. Incorporate comments from DSW and CHSSP technical team
vi. Submit the final draft of Most Vulnerable Children Identification Guidelines to the DSW management for approval
vii. Submit the Final Most Vulnerable Children Identification guidelines approved by DSW to CHSSP for Printing
Timeframe
Duration for this assignment is expected to be 14working days in total during the period March, 2018. The assignment will start after signing of a formal contract with CHSSP.
Expected deliverables
The following outputs will be delivered as part of this support:
Reporting
The Consultant will report to the CHSSP Referral and Linkages Officer.
Consultant’s Profile
The consultant should have; a Master’s degree in social Sciences, Linguistic or related field; be able to demonstrate proof of experience in carrying out similar assignments in Tanzania or elsewhere; at least 10 years’ experience in working in MVC/OVC and HIV/AIDS issues and knowledge of current developments in HIV/AIDS prevention, treatment and care and Case management in general; experience with Documents review, formatting and translation ,experience of reviewing ,editing and translation of documents related to MVC/OVC affected/infected with HIV/AIDS will be an added advantage; have good analytical and writing skills and ability to work with a multi-disciplinary team and proven track record in delivering timely and professional results; excellent writing in both Kiswahili and English, facilitation and presentation skills.
