Typical Responsibilities - Key End Results of Position:

The Regional Community Engagement Officer will be responsible under the Regional Chief Education Advisor, and with programme technical assistance, to put in place the following strategies, tools and activities

Key Result Area (KRA) 1: Effective engagement of parents and community in education increased
Facilitate and support the Regional Administrative Secretariat (RASec) and Local Government Authorities (LGA) to coordinate all relevant stakeholders within programme target communities to promote early grade reading and other related interventions in respective schools, to: Work with parents, community groups, and schools to build school–community relationships that can lead to a realistic level of community oversight of schools.
Coordinate and support RASec and LGA for community awareness campaigns on importance of supporting 3Rs instruction among parents, caretakers, and community members
Work with Ward Education Coordinators (WEC) and Head Teachers to strengthen existing school–community structures and set-up Parent Teacher Partnerships (PTP) representing every classroom in each school to put in place strategies to strengthen school communication to parents and parent monitoring of teachers and schools.
Build system and HR capacity at LGA and Ward level to (where possible) roll-out: 


-Household-level assessment results in advocacy to schools.
-Parent Engagement and Support (PESM) materials and Parent Advocacy materials (including SBCC messages)Where existing and with particular focus on PTP as community-based organization , facilitate and support the activities of CBO and local NGO to:
-Regular convening of community forums and events;
-Sensitize parents and family members on using locally produced early grade reading materials with their children;
-Develop approaches that non-literate parents and caregivers can use to support their children’s reading acquisition;
-Facilitate and monitor that teachers periodically inform parents of reading assessment results and other classroom indicators of progress.

Work with sub-national education stakeholders to put in place the SBCC , including materials and their communication
Support to develop supplementary materials; outreach through government, partners and networks to identify successful local organizations to participate in panel.
Strengthen School Management Committee (and PTP) ability to provide community oversight of schools

Key Result Area (KRA) 2: Successful management and coordination of Program activities with other components of Tusome Pamoja Progam at regional and district level

Under the leadership of the Regional Chief Education Advisor, work as part of an integrated regional team to ensure that community engagement activities are linked to the overall programme strategy and sub-national implementation plan
Liaise and coordinate with key departments at Regional and District levels ( Education departments, Inspectorate departments) to ensure successful implementation of the program, as agreed with Line Manager
Understand and ensure compliance with USAID rules and compliance procedures,
Build and maintain strong relationships with RTI, Tusome Pamoja management, Local Government Authorities and other technical partners at Regional and district level
Represent Tusome Pamoja Program in meetings and events, as agreed with Line Manager.

Dealing with Problems:
Complexity of problems handled and the degree of investigation, analysis, and creative thinking required for solving them.

Good command over conflict resolution while maintaining important relationships: Capability to resolve conflicts with e.g. partners, government
Management of relationships internally and externally with other local organisations and government functionaries.
Plan and schedule own work, interpreting instructions and selecting appropriate methods/tools for delivery.
Operate in a high-pressure deadline-driven environment with professionalism.

Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives:
Bachelor Degree in education, social work or related field
Experience in coordination and facilitation roles of large donor-funded grants and/or contracts (such as bilateral or multilateral donors)
At least 3 to 4 years of experience providing community mobilization direction and capacity building for improved educational outcomes.
Experience designing and leading capacity building strategies for CSOs and community-based organizations
Experience in early grade reading, writing, and arithmetic programs preferred
Experience with Social and Behaviour Change Communication (SBCC) methodology preferred
Computer skills and mastery of Microsoft Office suite, especially Word and Excel
Fluent in English and Kiswahili languages

Physical Environment and Demands:

Based in Tusome Pamoja Regional Offices -Ruvuma, with frequent travel to project areas)
