Tanga Urban Water Supply and Sanitation Authority (Tanga UWASA) is competitively best utility in the Tanzanian Water Sector, supplying clean and safe water and provides sewerage services in the Tanga City. The Authority with the ISO 9001:2015 certification in quality management systems, is hereby seeking for a relevant qualified and highly motivated persons to fill the following vacancies available in her manning level for Specified and unspecified terms of employment.

1. Title of position: Water Production Engineer II (WPE) (1 position)
Scope of the position
The holder of this position heads the Water Production Section and is responsible for all Authority’s operations at the dam, the pump station, and the treatment plant. He/She is responsible for water production and treatment processes and ensures routine maintenance of the Water production plant, machines and equipment used for water production and treatment.

Position relationships:

The Technical Manager;

Water Laboratory Technician & Water Production Technician  
Key duties and responsibilities:
1. Supervises all water production processes in accordance with systems and procedures agreed with the Technical Manager;
2. Maintains proper records of water quantity and quality in the dam, and monitors all factors that might impinge on the water production process;
3. Oversees water production processes to ensure that they are conducted in accordance with set standards and procedures;
4. Oversees the works of the pump station and ensures that all operations proceed in accordance with set standards and procedures;
5. Oversees the storage and usage of all chemicals used in the water production Section;
6. Allocates assignments to subordinate staff on a daily basis and monitors their performance to ensure that jobs are done effectively and efficiently;
7. Advises the Technical Manager on all matters pertaining to water production – and ensures that the Manager is at all times appraised of opportunities and threats that have a bearing on the Authority’s ability to produce quality water;
8. Prepares periodic reports outlining the performance of the production Section and the status of water production;
9. Undertakes the preparations of planning, designing and construction of water production development and modernization;
10. Foresees the rehabilitations and maintenance of water production infrastructure;
11. Oversees environmental protection and conservation of the water source and liaises with other bodies on conserving the water catchments area;
12. Performs such other related duties as may be assigned by the Technical Manager from time to time.

Qualifications :
The applicant of this position must have the following:
1. Registered Engineer with Bachelor Degree /Advanced Diploma in Water Resources / Environmental/ Civil/Sanitary/ Mechanical/ Electrical Engineering or any other relevant qualifications.
2. Computer knowledge in using Engineering software as a pre requisite.
3. Experience of at least three years working in the water services industry.

2. Title of position: Plant and Maintenance Engineer II - (1 Position)
Scope of the position The holder of this position heads the Plant & Maintenance Section and is responsible for the overall management, development, repair and preventive maintenance of the Authority’s electrical equipment, transport facilities and mechanical plant.

Working relationships:
1. Reports to :

Technical Manager  
Key duties and responsibilities:
1. Supervises all maintenance activities in the Authority in accordance with a programme of action agreed with the Technical Manager;
2. Oversees the maintenance and repair works of all mechanical, electrical, and civil installations and equipment in the Authority – whether performed in-house or through external service providers to ensure that such works are carried out efficiently and effectively;
3. Oversees creativity for plants infrastructure modernization to reduce costs and increase efficiency;
4. Monitors contractors with a view to ensuring that contracts are implemented in accordance with contract terms;
5. Advises the Technical Manager on all matters pertaining to plant maintenance – and ensures that the Manager is at all times appraised of opportunities and threats that have a bearing on the Authority’s plants infrastructure and technical resources;
6. Prepares periodic reports outlining the performance of the plants maintenance Section and the status of infrastructure;
7. Performs such other related duties as may be assigned by the Technical Manager from time to time.

Qualifications : 
The applicant of this position must have the following:
1. Bachelor Degree/ Advanced Diploma in Mechanical /Electrical Engineering.
2. Must be Computer Literate.
3. Experience of at least three year working in recognised Institutions.

3. Title of position: Customer Service Officer II – Pongwe (1 Position)
Scope of the position and its expected outputs: 
The holder of this position heads the area office at Pongwe area responsible for Water and Sewerage Customer Services. The area Customer Service Officer is responsible for efficient and effective operation of the office and quality delivery of the services. He/She participates in water and sewerage service promotion, and maintains customer satisfaction and good lasting relationship.

Position relationships:

The Customer Service Manager. 
Supervises 
The Assistant Customer Service Officer.
Key duties and responsibilities:
1. Attends to customers at the site and office, and supervises all customer services activities in the area in accordance with a prepared plan agreed with the Customer Services Manager;
2. Allocates assignments to subordinate staff on a daily basis and monitors their performance to ensure that jobs are done effectively and efficiently;
3. Maintains appropriate databases of customers in the area and of services rendered to them; 4. Formulates and implements programmes for achieving set targets in the area with respect to unaccounted-for-water, billing and revenue collection;
5. Monitors customer complaints in the area and takes measures to minimise such complains;
6. Advises the Customer Service Manager on all matters pertaining to customer services, billing, credit control, leakage control, new connections in the area – and ensures that the Manager is at all times appraised of opportunities and threats that have a bearing on the Authority’s service delivery;
7. Prepares periodic reports outlining the performance of the section and the status of customer services;
8. Performs such other related duties as may be assigned by the Customer Services Manager from time to time.

Qualifications : 
The applicant of this position must have the following:
1. Bachelor’s degree in Business Administration/ Commerce or any other related qualifications.
2. Must be Computer Literate.
3. Experience of at least three years working in recognised Institutions.

4. Title of position: Customer Service Officer II – Str.3/Swahili (1 Position)
Scope of the position and its expected outputs:
The holder of this position heads the section responsible for Customer Services at the Front Office in Tanga UWASA, and ensures quality delivery of water and sewerage services to customers. He/She participates in water and sewerage service promotion, and maintains customer satisfaction and good lasting relationship.

5. Title of position: Assistant Information Technology officer II - Systems Developer/ Programmer - 1 Position)
Scope of the position The holder of this position assists the head of the Systems Development Section to analyse, design, develop, and maintain software applications according to the Authority’s requirements.

Information Technology Officer - Systems Development
Key duties and responsibilities:
1. Develops of software applications
2. Designs, Codes and debugs applications in various language;
3. Analyses user requirements in relation to IT development and review software
4. Identifies code metrics, system risk and software reliability;
5. Integrates software with other systems;
6. Conducts software testing, modelling simulation and quality assurance;
7. Executes day to day maintenance and support of the software in use;
8. Compiles and writes documentation of developed software;
9. Performs such other related duties as may be assigned by the head of section from time to time.

Qualifications :
The applicant of this position must have the following:
1. Degree in computer science/ Computer Engineering/ Information Technology/ Software Engineering/ Management Information Systems or equivalent qualifications
2. A minimum of one year experience in similar Position.
3. Possession of a relevant recognized ICT professional certification will be an added advantage.

Core Competence 
1. VB.NET, SOAP, XML, SQL Server and Stored Procedure and SQL Query writing skills.
2. WCF Web and data services.
3. Experience with formal Software development processes and methodologies.
i.e. Waterfall, Agile, RUP, SCRUM or MSF.
4. Proficiency in API's coding skills. 
5. Proficiency in Silver light, AJAX, MVC and JQuery.

6. Title of position: Assistant Information Technology Officer (Computer Systems Security and Network Administration) (1 Position)
Scope of the position:
The holder of this position is responsible for effective provision, installation/configuration, operation, and maintenance of systems hardware, software and the related infrastructure in Tanga UWASA. The Assistant Information Technology Officer oversees and ensures the security of all missioncritical systems. He/She is responsible for the ICT systems security and ensures the systems and the related procedures adhere to organizational guidelines.

The Information Technology Officer -Systems Administration Supervises the Information Technology Technician

Key duties and responsibilities:
1. Configures, implement and maintain WAN and LAN infrastructure to ensure network connectivity throughout the network infrastructure;
2. Configures and maintains switches, routers, network security, firewalls, VPN and VOIP;
3. Conducts repair and routine preventive maintenance of the ICT infrastructure.
4. Monitors network traffic and VPN connections;
5. Conducts vulnerability assessment of networks; analyze firewall logs and router log files;
6. Conducts regular Information Security risk assessment and timely advise the supervisor accordingly.
7. Provides appropriate infrastructure technology solution to support the Authority’s operations;
8. Assists IT system users in adopting IT changes at workplace and attend system troubleshooting.
9. Ensures that the IT network infrastructure diagrams and the related documents are timely updated and properly maintained;
10. Assists IT Officer Systems Administration on preparing specifications for hardware to be procured by the Authority;
11. Maintains systems efficiency and monitors networks to ensure security and availability to specific users;
12. Manages Users and User Accounts access Control;
13. Ensures security of data, network access and the backup systems
14. Performs such other related duties as may be assigned by the Information Technology Officer -Systems Administration from time to time.

Qualifications :
The holder of this position must have the following:-
1. Degree in computer science/ Computer Engineering/ Information Technology/ Software Engineering/ Management Information Systems or equivalent qualifications
2. A minimum of one year experience on a similar Position.
3. Possession of a relevant recognized ICT professional certification will be an added advantage.

7. Title of position: Procurement Management Officer II (1 position)
Scope of the position and its expected outputs:
The holder of this position is responsible for all assigned duties by the Head of Procurement Management Unit in the general and specific implementation of the Authority’s procurement plan of the year. The outputs of this position are expected to be reflected in the quality, efficiency and effective procurement management with value added and risks minimized in managing contracts related to services and goods procured.

Position relationships:

1. Reports to: 
Head of procurement Management Unit;  
2. Supervises: 
Procurement Assistant.  
Key duties and responsibilities:
1. Post periodically the information of Annual Procurement Plan as required in Procurement Management Information Systems (PMIS);
2. Assists the Head of Procurement Management Unit in tendering procedures as well as contract management procedures;
3. Undertakes day to day management of tendering contracts and seek for remedies for non conformities in the tendering and contract management procedure;
4. Drafts of periodic performance reports on the implementation of annual procurement plans as well as contract management;
5. Performs such other related duties as may be assigned by the Procurement Management Officer from time to time.

Person specification:
The holder of this position must have the following:
1. Bachelor degree or equivalent qualification in Procurement and Supplies / Materials Management from a recognized higher learning institution.
2. Computer literate.
3. An experience of at least one year working in a reputable business entity since graduation.

8. Title of position: Assistant Research and Development Officer II - (1 Position)
One year contract
Scope of the position The holder of this position is responsible for activities within the Research and Development Section in assisting the Head of Section in discharging all duties related to research and development activities in Tanga UWASA. He will be involved in writing project proposals and resource mobilization, researching and coordinating the formulation of working policies.

Working relationships:
1. Reports to :
Research and Development Officer .
2. Supervises:
Research Assistant  
Key duties and responsibilities:
1. Assists the Research and Development Officer in conducting studies on various areas related to water resources management, and Sanitation services,
2. Writes project proposals and participates in mobilizing resources for Tanga UWASA investment projects.
3. Assists the respective head of the Section in researching and developing business network with development partners and stakeholders;
4. Collects and analyses data obtained from studies based on Tanga UWASA operations and advice on the recommendations;
5. Supervises Research Assistants on collection of data, data entry and analysis
6. Supporting innovation and invention activities within the section and in liaising with other sections and individuals from outside the R&D section;
7. Assists the respective head of section in coordinating the activities related to the development of Authority’s working policies, and guidelines,
8. Studies and Advises on the implementation, and review of the Authority’s plans and strategies;
9. Complies with ISO requirements on the daily activities.
10. Performs any other related duties as may be assigned from time to time by the Supevisor.

Qualifications :
The applicant of this position must have the following: 
1. Bachelor Degree/Advanced diploma in Statistics/Business administration/ Economics or any other related qualifications from a recognized institution;
2. Must be Computer Literate.
3. Experience of at least one year working in recognised Institutions.

9. Title of position: Drivers II (2 positions)
Scope of the position: The holder of this position will be responsible for safely driving and efficient maintenance of the Authority’s vehicles by observing and adhering to vehicle maintenance schedule, and proper keeping of fuel reports.

The Human Resources Officer  
Key duties and responsibilities:
1. To handle and drive the assigned vehicle for official duties within or outside Tanga City and observes all rules and guidelines according to the legal and traffic requirements;
2. Ensures that the vehicle is in good and safe working condition prior to use;
3. Ensures the vehicle is consistently clean in a manner which is consistent with the Authority’s image;
4. Maintains and keep up to date log books and submit to the supervisor every day for inspection;
5. Updates all vehicle documents such as car registration, insurance cover, motor vehicle license, etc;
6. Carries out minor vehicle repairs and other emergency activities during road breakdowns and report any damage or mechanical malfunctions for appropriate action;
7. Makes sure the vehicle is maintained and services are carried as scheduled;
8. Implements administrative duties such as collecting and delivering documents, parcels, mails as directed by the supervisor;
9. Makes sure the vehicle is parked at Authority’s yard after working hours and keys are handed over at the safe custody;
10. Complies with ISO requirements on the daily activities;
11. Performs such other related duties as may be assigned by the supervisor from time to time.

10. Title of position: Sewerage Network Artisan (3 Positions) 
Scope of the position The holder of this position is responsible for the Authority’s sewerage network routine activities which among other issues include the surveillance, repair and maintenance of the sewerage network.

Working relationships:
Reports to : 
Reports to the Sewerage Network Technician

Key duties and responsibilities:
1. Carries out inspection of the network with the aim of detecting faults in
accordance with instructions of the Sewerage Network Engineer;
2. Carries out routine maintenance work of the network in accordance with the
laid procedures in the section;
3. Checks for sabotage/misuse of sewerage network infrastructures, and inform
the immediate supervisor accordingly;
4. Performs such other related duties as may be assigned by the Sewerage
Network Engineer/Supervisor from time to time.

Qualifications :
The applicant of this position must have the following:
1.Form IV/VI Certificate with Trade Test Grade One / Level III in Plumbing/ Pipe Fittings / or any other relevant qualifications.
2. Experience of at least one year working in water sector.
Core Competence 1. Ability to deal appropriately with sensitive issues and maintain a high level of
confidentiality at all times;
2. Disciplined, high level of integrity and self driven person;
3. Ability to speak and possess good writing skills in English and Swahili.

Qualifications :
1. Holders of National Form IV/ Form VI Certificate;
2. Trade Test Grade One or Two/ Level III or Level II Certificate in Motor vehicle
driving / Motor vehicle Mechanics from VETA or any other reputable institution;
3. Valid driving License preferably class ‘C’,
4. At least three years working experience with a reputable employer;
5. Possession of a certificate in Advanced Driving course from the National
Institute of Transport (NIT), will be an added advantage.
