On behalf of the Medical Store Department (MSD) The Capital Markets and Securities Authority (CMSA) and Institute of Finance Management, President’s Office, Public Service Recruitment Secretariat invites qualified Tanzanians to fill 8 vacant posts mentioned below;

1.0 INTRODUCTION
1.1 MEDICAL STORE DEPARTMENT

Medical Stores Department (MSD) is a semi-autonomous Department under the Ministry of Health, Community Development, Gender, Elderly and Children, established by Act of Parliament No.13 of 1993 with an objective of developing and maintaining an efficient and cost effective system of procurement, storage and distribution of health commodities required for use by the public and accredited faith based health facilities.

MSD is at a very exciting stage of reforming its operations, systems and processes with the aim of becoming a highly effective supply chain organization that is agile and flexible to meet health commodities demands in the market.

MSD is now looking for skilled, innovative and motivated Tanzanian to implement these structural changes in order to attain the objectives of the medium terms strategic plan.

1.2 TRANSPORT MANAGER 1 POST

Reports to Director of Logistics
Broad functions
The successful candidate will be responsible for managing the execution, direction, and
coordination of all transportation matters within the organization including managing budgets,
organizing schedules & routes, ensuring that vehicles are safe and meet road worth standards
and legal requirements, and making sure that drivers are aware of their duties.

1.3 DUTIES AND RESPONSIBILITIES
• Advise the Director of Logistics on all matters related to Transportation
• Implement MSD Strategic Plan in relation to Logistics objectives and enables other directorates perform their functions through innovative approaches for efficiency and cost effective measures.
• Implement Transport performance contract and Strategic Management Office (SMO) targets in the Directorate
• Routes Optimization Planning and Load Scheduling for multi-drop deliveries.
• Booking in deliveries and liaising with customers.
• Digital monitoring through GPRS of car movement and driving behavior (car tracking)
• Allocating and recording resources and movements on the transport planning system.
• Transporting consignments in trucks and containers that have security seals
• Analyze expenditures and other financial information in order to develop plans, policies, and budgets for improving services
• Conduct investigations in cooperation with government agencies to determine causes of transportation accidents and to improve safety procedures.
• Conducting routine inspection and ensuring timely maintenance services to vehicles to maintain their road worthiness at all times
• Monitor repairs and maintenance of vehicles, and material handling equipment’s.
• Prepare annual plans, budget and budgetary control, periodic reports and other resources for the section

1.4 QUALIFICATION AND EXPERIENCE
 Master’s Degree in one of the following fields: Business Administration, International Business, Transport and Logistics Management or Procurement and Supply Chain Management or equivalent qualification from a recognized institution.
 Bachelor Degree in Transport, Engineering, Economics, Sociology or Statistics or Logistics Management or equivalent qualification from a recognized Institution
 Ten years of working experience of which four must be in a senior position.
 Computer literate,
 Must be registered with Chartered Institute of Transport and Logistics
 Business writing skills

2.0 CAPITAL MARKETS AND SECURITIES AUTHORITY (CMSA)
2.1 INTRODUCTION

The Capital Markets and Securities Authority (CMSA) is a regulatory authority under the Ministry of Finance and Planning responsible for the development and regulation of the securities industry in Tanzania.

2.2.1 MANAGER MARKETS DEVELOPMENT - 1 POST
2.2.3 DUTIES AND RESPONSIBILITIES

 Review and evaluate the market and participants practices;
 Review the extent of compliance by the market and market participants including the stock exchange, dealers/brokers and investment advisors with disclosure requirements;
 Participate in prospectus evaluation;
 Assesses and examine securities trading systems;
 Create and manage a data bank for the market, to ensure smooth information flow;
 Review the impact of laid down policies on the market development;
 Produce periodic reports on the market performance; and
 To perform any other duties and responsibilities as may be assigned by relevant authority

2.2.4 QUALIFICATIONS AND EXPERIENCE
Holder of a Masters Degree in Economics, Statistics, Marketing or its equivalent from a recognized University/ Institution. She / He must have minimum experience of at least Eight (8) years of work experience, of which three years must be in a managerial position in a reputable institution.

2.2.5 REMUNERATION

Attractive remuneration package in accordance with CMSA scheme of service

3.1 MANAGER FINANCE - 1 POST
3.3.1 DUTIES AND RESPONSIBILITIES
Design a computerized accounting and reporting system for CMSA;
 Supervise the preparation of accounting records and maintenance of accounting books;
 Preparation of periodic financial reports for both internal and external
reporting;
 Supervise the personnel in the Finance and Accounting Department;
 Co-ordinates the preparation of the annual budget of CMSA;
 Advises on short-term investment plans for CMSA;
 Advises the Chief Executive Officer on all matters relating to finance and accounting;
 Teams up with other staff in the evaluation of prospectuses;
 Provides support to the Market Supervision Department in the analysis of the financial performance of listed companies, collective investment
schemes and market professionals including dealers/brokers and investment advisors;
 Provides advice on the disclosure and accounting standards requirements for the market, listed companies, collective investment schemes and market professionals;
 To perform any other duties and responsibilities as may be assigned by the Chief Executive Officer.

3.3.2 QUALIFICATIONS AND EXPERIENCE

Holder of a Master’s Degree in Accountancy, Finance or its equivalent from a recognized University/institution with CPA (T), ACPA and must be registered with National Board of Accountants and Auditors as Certified Public Accountant (FCPA) or Associate Certified Public Accountant (ACPA) He/ She must have minimum experience of at least eight (8) years of work experience of which three years must be in a managerial position in a reputable institution.

3.3.3 REMUNERATION
Attractive remuneration package in accordance with CMSA scheme of service

4.1 SENIOR DATA BASE ADMINISTRATOR II (SENIOR ICT OFFICER II) - 1 POST
4.4.2 DUTIES AND RESPONSIBILITIES
 Identifying hardware and software problems facing users of the various departments, and provide appropriate information technology solutions to meet them;
 Ensures at all times the optimum use of computer facilities, and the provision of adequate back up facilities;
 Sets up and Develops the CMSA Information Technology strategy, identify its present, medium, and long term computer requirements, and provide technical guidance on the CMSA computer hardware and software;
 Liases with the Administration and Human Resources department in purchasing appropriate Hardware and Software to meet operational requirements and in designing and implementing relevant training programmes regarding handling of hardware and software systems.
 Investigate, analyze and define new, and enhancements to existing, application systemsn and suggest/develop appropriate software;
 Designing computer applications on the basis of systems analysis;
 To ensure the website is actively working on daily basis and being updated frequently.
 Carrying out other duties and responsibilities as may be assigned by the Manager Information Technology.

4.4.3 QUALIFICATIONS AND EXPERIENCE
Bachelor’s degree in Computer Science or Information Technology from a recognized institution, with at least seven years’ working experience in a reputable firm.

4.4.4 REMUNERATION
Attractive remuneration package in accordance with CMSA scheme of service

5.1 LEGAL OFFICER II- 1 POST
5.5.2 DUTIES AND RESPONSIBILITIES
 To assist in compiling evidences relevant for court cases involving the Authority;
 To assist in dealing with legal routine correspondences addressed to Authority;
 To assist in administering compliance to the terms of agreements and contracts;
 To assist in maintaining an updated database of court decisions;
 To assist in pursuing insurance covers for employees, equipment and premises is current.

5.5.3 QUALIFICATIONS AND EXPERIENCE

Bachelor Degree in Law (LLB) from any recognized University/Institution who has passed a recognized practical legal training or undergone internship program recognized by the Attorney General.

5.5.4 REMUNERATION

6.0 INSTITUTE OF FINANCE MANAGEMENT (IFM)
6.1 INTRODUCTION

The Institute of Finance Management was established by Act No. 3 of 1972 to provide training, research and consultancy services in the fields of banking, insurance, social protection, taxation, accountancy and related disciplines.

6.6.1 ACADEMIC OFFICER/PROGRAM ASSISTANT GR. II – 1 POST (MWANZA)
6.6.2 QUALIFICATIONS
Holder of First degree in Education or Public Administration, Business Administration, Marketing, Information Technology or equivalent qualifications from recognized higher learning institutions with a GPA not less than 3.8 and at least three years of work experience in similar position.

6.6.3 DUTIES AND RESPONSIBILITIES
 Plans and schedules examination timetable for all programs;
 Maintains an Examinations Control Chart;
 Make examination arrangements;
 Coordinates production of approved examination papers;
 Ensures the security of examination papers all the time;
 Supplies all necessary examination papers and stationery.

6.6.4 SALARY AND FRINGE BENEFITS
This position holds salary scale of PGSS 6 and other fringe benefits as per Institute’s incentive scheme.

7.1 INTERNAL AUDITOR GR. III- 1 POST (SYSTEM AUDITING)
7.7.2 QUALIFICATION AND EXPERIENCE
Holder of a first degree in Information Technology, Computer Science, Information System Auditing, Information Security or equivalent qualifications from accredited higher learning institutions. Successful candidate will be employed as internal auditor. Certificate in Certified Information Systems Auditor (CISA) will be added advantage with understanding of information security standards, best practices for securing computer systems, and applicable laws and regulations.

7.7.3 DUTIES AND RESPONSIBILITIES
 Reviews ICT, operational and business risks, functions and activities, particularly the Institute's ICT structure, application and infrastructure security.
 Provides advisory and consulting services to Management on issues related to ICT risk assessment, policies and procedures under the oversight of Director of Internal Audit.
 Test the Institute’s ICT systems to ensure that they are working properly.
 Conducts audit on regular basis of ICT and review of systems, applications and ICT processes.
 Performs other duties as assigned.

7.7.3 SALARY AND FRINGE BENEFITS
This position holds salary scale of PGSS 5.1 and other fringe benefits as per Institute’s incentive scheme.

8.1 ESTATE AND BUILDING OFFICER II I POST
8.8.2 QUALIFICATION AND EXPERIENCE
Holder of first degree in Engineering, Architecture, Building Design, Estate Management or equivalent qualification from recognized higher learning institutions. With at least three years’ work experience in similar position.

8.8.3 DUTIES AND RESPONSIBILITIES
 Assist in innovative approaches to conditioning, maintaining and upgrading of the surrounding of the institute.
 Undertakes various types of civil engineering/building works under close supervision.
 Advise on issue related to the maintenance and repair of buildings.
 Prepare sketches and plans needed for making minor alteration to Buildings and equipments Design for decorative floriculture plan land scalping and relevant operations.
 Supervise maintenance and cleaning services at the campus and Institute houses.

8.8.4 SALARY AND FRINGE BENEFITS
This position holds salary scale of PGSS 5.1 and other fringe benefits as per Institute’s incentive scheme.
