ROLE PURPOSE:
The Tuwekeze Pamoja Project Officer takes the responsibility of operationalizing the violence-free environment approach of the Tuwekeze Pamoja project in Songwe programme area. The post-holder will be expected to lead on the day-to-day delivery of community work that aims to eliminate violence in homes, communities and schools (referred to as the ‘core plus’ component of the project). This includes working closely with local government officials and community members, including training and ongoing coaching support to mentors to deliver training and behaviour change activities in all villages across 4 wards in the district.  The post-holder will work closely with the programme team in both Save the Children and the project partner, ADP Mbozi, to ensure overall cohesion and strong coordination throughout implementation.  Reporting to the Tuwekeze Pamoja Coordinator, the post-holder will also liaise with the Child Protection Coordinator in Mbozi and the Child Protection Specialist based in SCI Dar es Salaam on technical matters relating to the project activities.

SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners.  Current programming focuses on child protection, child rights governance, education, nutrition, HIV/TB and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania.  We currently have an operational presence in Dodoma, Singida, Shinyanga, Zanzibar, Songwe and Kigoma as well as Dar es Salaam and we also work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $10 million.

Reports to:  Senior Comic Relief Programme Coordinator
Dimensions: Maintains strong linkages with the Tuwekeze Pamoja MEAL Officer and Tuwekeze Pamoja partner, ADP Mbozi, Project Officers.

KEY AREAS OF ACCOUNTABILITY:
Under the direction of the Tuwekeze Pamoja Project Manager and Project Coordinator, the Project Officer will be responsible for:

Project Activity Implementation
-Carry out community mentor training activities as per the project detailed implementation plan – this may involve conducting trainings over the weekends from time to time;
-Support the establishment of new caregiving groups and conduct regular monitoring visits to ensure effective implementation of the project’s ‘core plus’ sessions;
-Conduct regular visits to the ‘core plus’ implementation villages (approximately 18 villages), providing ongoing advice and support to all community mentors (up to 36 mentors) in the 4 wards of responsibility;
-Support the implementation and monitoring of behaviour change activities are undertaken as per plans in each village in the 4 wards of responsibility;     
-Prepare and submit monthly, quarterly work plans and reports in accordance with the agreed schedules with the Tuwekeze Pamoja -Senior Comic Relief Programme Coordinator; 
-Sensitize key stakeholders at ward and village level about Tuwekeze Pamoja activities;
-Provide ongoing advice, technical support and capacity building to Ward and Village Authorities to enable them to fulfil their respective roles in the implementation of the project and for future implementation of activities;
-Provide liaison and coordination support with other Tuwekeze Pamoja activities in Mbozi District;
-Coordinate with Save the Children’s partner, ADP Mbozi, to strengthen the collaboration and smooth implementation of community activities in the same areas of operation;
-Highlight early to the Tuwekeze Pamoja Senior Comic Relief Programme Coordinator and Programme Manager any potential constraints to implementation of project;
-Represent Save the Children in relevant Ward and village-level meetings. 

Project Monitoring, Assessments, Evaluations and Reporting
-Support data collection for evaluations/assessment studies;
-Refine, as necessary and in collaboration with MEAL staff, community monitoring tools;
-Provide monthly activity plan to the project MEAL focal person for field monitoring;
-Monitor progress of the project against agreed project targets and indicators;
-Share case studies, human interest stories, documentaries and other related materials with the project management and MEAL teams.
-In collaboration with other Tuwekeze Pamoja team members, develop and track Quality Benchmarks for the project 

Accountability and Organisational Learning
-In collaboration with other Tuwekeze Pamoja team members, participate in learning activities such as planning for Tuwekeze Pamoja project review workshops, prepare lessons learnt reports, etc.  
-Participate in organizing activities that promote participation of beneficiaries and children in monitoring and evaluating Save the Children’s Tuwekeze Pamoja project;
-Provide feedback on monthly action plan trackers and accountability databases, taking relevant measures to implement action points;
-Collect and manage complaints and feedback in close coordination with MEAL team;
-Ensure complaint responses are provided to complainants on a timely manner and collect their feedback after response is provided;
Identify and document key lessons learned from the project. 

Representation and Advocacy
-Explore opportunity that Save the Children's work is implemented with efforts of other agencies and government, advocating for the specific needs of children. 
-Ensure that Save the Children's work is coordinated in collaboration with other SC sector teams to strengthen programming and impact for children.
-Provide appropriate information of Tuwekeze Pamoja programme to facilitate the effective engagement with donor and Tanzania government officials at all required levels as required to ensure Save the Children is considered a preferred and active partner in Tanzania and in Mbozi District specifically.
-Demonstrate and practice behaviour that develop a sense of an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and emancipates Tuwekeze Pamoja project team to deliver outstanding results for children and excellent customer service for our members and donors. 
Child Safeguarding
All staff have an obligation to ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and related policies. They must conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse. All staff must ensure the way they are carrying out their work is not putting children at risk (or further risk).

QUALIFICATIONS AND EXPERIENCE
-A degree in an area of social development or equivalent;
-Minimum three years practical experience in delivering community mobilisation activities in a non-governmental organisation or other development institution;
-Demonstrable track-record in facilitating and conducting trainings to groups of people;
-Personal passion and commitment to the elimination of violence against children and women and in all forms;
-Experience in implementing protection programmes is desirable;
-Ability to write clear project reports;
-A high level of written and spoken Kiswahili and English is essential, knowledge of other local languages spoken in Mbozi District is desirable;
-Computer literacy, particularly in Word, Excel and PowerPoint;
-Experience in planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;
-Strong communication and interpersonal skills in Kiswahili and English, with experience working in multicultural, multi location, values driven teams;
-Ability and willingness to dramatically change work practices and hours and work with diverse community beneficiaries;
-Commitment to and understanding of Save the Children International’s aims, values and principles;
-Information Communication Technology literate.
