Norwegian Refugee Council
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.


The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

In mid-April 2016, NRC conducted a pre-assessment mission in the refugee camps in north western Tanzania and the assessment revealed that the humanitarian situation for the refugees requires urgent intervention and NRC therefore decided to establish an operational office in Kibondo town, to respond in Mtendeli and/or Nduta refugee camps. The initial interventions will focus in three sectors; shelter, WASH and education (initially construction of permanent classrooms).

NRC is therefore seeking a Liaison Officer for the NRC Office in Dar es Salaam, Tanzania. The Liaison Officer will report to the Area Manager.

Job description
1. Implement and maintain NRC’s administrative systems and procedures;
2. Ensure adherence to NRC’s policies and procedures;
3. Supervise, train and develop administration team;
4. Ensure a well-functioning reception, clean office premises and serving of refreshments/meals according to standards;
5. Implement and maintain a filing system for all administrational documents according to procedures;
6. Initiate and maintain licenses, leases and contracts with relevant authorities and suppliers.
7. Responsible for the processing of work permits, visas and other related permits;
8. General follow up of the NRC office and houses/apartments and ensure that utility bills are paid;
9. Carry out periodic inventory audits.
10. Responsible for the processing of work permits, visas and other related permits for national, international staff and NRC visitors and maintain a follow up system for renewals;
11. Responsible for applications and renewals of licenses with the relevant government authorities and NGO bureau;
12. Raise all office related procurement requests for processing;
13. Process leases for the office and expatriates’ houses and follow up on renewal and termination of these leases;
14. Provide liaison/administrative activity reports on a monthly basis.


Qualifications
• Experience from administrational work at Officer Level
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Some knowledge of English
• Minimum of Diploma in Business Administration or any related training.
• Good oral and written communication skills in English
• Efficient and organized
• Good office management skills
• Demonstrates adaptability and flexibility
• Possesses initiative, patience, tact, and able to work with minimum supervision
• Able to multitask
• Able to work under pressure and meet deadlines
• Excellent computer skills in Microsoft Excel, Word, PowerPoint

We offer

Duty station: Dar es Salaam, or another location in Tanzania, where NRC supports the refugee response
Commencement: As soon as possible
Contract period: 12 months (with possibility of extension)
Salary/benefits: According to NRC’s general directions. The candidate will observe NRC’s code of conduct and working hours for the NRC Tanzania
