Job Summary:
The Deputy Chief of Party (Reading Specialist) will provide technical and policy advice, technical oversight and guidance and technical and/or operational management and leadership for the implementation of:
Results 1: Quality of early grade basic skills instruction improved,
Result 2: Skills delivery and assessment systems of MOEST/PO-RALG strengthened,
Result 3: Effective engagement in education of parents and community increased
Essential Duties:
1. Support the Chief of Party to manage technical personnel and subcontractors in the implementation of the program.
2. Serve as Acting Chief of Party during any absence of the Chief of Party in assigned area of responsibility
3. Serve as RTI’s alternate liaison to USAID, government counterparts, local organizations, and program partners when COP is unavailable. Ensures a high level of communication and close working relationship with USAID
4. Assist the Chief of Party to ensure timely project implementation and technical reliability, monitor project activities, and ensure quality
5. Provide technical and/or operational guidance and serve as a subject matter expert in assigned area of responsibility
6. Coordinate the development, implementation and reporting on detailed management plans that may include implementation plans, deliverable tracking, etc., in assigned area of responsibility with particular focus on sub-national level activities
7. Track and report quarterly on programmatic achievements as required for project deliverable reporting. Produces technical and/or operational reports and updates for deliverable reporting and project success stories
8. Ensure effective coordination and synergies between national, sub-national, school-based, and community-based activities, with particular focus on policy dialogue at national and regional levels
9. Support coordination and oversight of regional implementation
10. In charge of the managerial and supervisory of direct reports and project teams as assigned
11. Perform other related tasks as required.
Minimum Required Education & Experience
-Master’s Degree in an education-related subject, other social science, political science or other relevant subject area
-12+ years of experience providing technical assistance for improved educational outcomes in pre-primary and/or primary education, with focus on early-grade reading
Skills & Abilities
-Prior experience of the following: leading design and implementation of 3Rs programs
-Prior experience of working with large scale, complex education programs in East Africa, preferably Tanzania, targeting 3Rs
-Prior experience of successfully working with National and Sub-National Tertiary Institutes in the education sector
-Experience and knowledge of community engagement strategies and practices for improving educational outcomes
-Experience and knowledge of sub-national, mentoring and leadership approaches in support of early grade reading
-Prior experience in planning and budgeting supplies and services, including providing support to decentralized actors for planning and budgeting
-Prior experience of operations research, capacity building, systems strengthening and national and regional-level service delivery
-Prior experience with using EGRA/EGMA assessments or similar
-Proven ability to lead, manage, and motivate personnel
-Excellent communication skills and ability (verbal and written)
-Strong interpersonal skills and ability
-Must be professionally proficient in written and spoken English and strong preference for candidates who are and fluent in written and spoken Kiswahili.
