To respond to this overall aim, Plan International is implementing a program in Nduta and Mtendeli camps – Kibondo District – Kigoma Region to provide an improved access to protection services, essential items, life-skills training, income generating activities, sensitizations and recreational activities for Burundi refugee youths in Nduta and Mtendeli camps via the youth centers.

Health Project Coordinator
Typical Responsibilities - Key End Results of Position:
• Assists Senior Health Program Manager to design and manage project in the region.
• Conducts community visits to monitor health related activities in project districts and submit report of such visits to ensure quality supervision and monitoring leading to improvement in program delivery. Provides technical review of progress, reviews quality gaps and provides inputs to make improvements routinely.
• Coordinates periodic Reviews, including annual health sector reviews to identify success stories and areas of improvement.
• Liaises with the Health Advisor to prepare and assess monitoring and evaluation reports to identify gaps, strengths/weaknesses, identify lessons learned and use the knowledge gained to guide and improve implementation

• Under the direction of the Senior Health Program Manager, facilitates capacity building of partners; CHVS, etc. to ensure quality and timely delivery of programs and projects. Facilitates training of partner NGOs and project communities
• Facilitates empowerment of children and communities to ensure that health facilities in their communities are improved
• Conducts regular visits to partners in the district to provide technical support for effective implementation management of project activities.
• Develops and maintains good relations with the Tanzania Health Service at the district level and organizations/institutions intervening in the sector so as to contribute to overall support to MNCH/SRH at the district level, ongoing collaboration and keeping up to date on discussions held with national technical working groups on MNCH/SRH.
• Facilitates building of partnership, networks coalitions and alliances with other stakeholders in the project districts (or Program Unit) to increase program effectiveness.
• Ensures Gender is mainstreamed into all project related activities in the districts and maintain gender sensitivity towards staff and associates of PLAN International
• Ensures Child Protection is mainstreamed into all health related program activities in the project districts in fulfillment of PLAN International’s commitment to protecting children and the marginalized
• Ensures rights based programming in all health related program activities in the project districts to meet goals of PLAN International
• Provides inputs to the Senior Health Program Manager in compilation of best practices and project outcomes.
• Participates in the development of action plans, budget preparation, and provide assistance to implement them to achieve project goals and results
• Prepares and submits quarterly work plans detailing tasks (including monitoring plans) to be undertaken and indicators of performance and prepare progress reports for reference and support attainment of objectives
• Fulfills PLAN International’s Child Protection Policy at all times to prevent children from all forms of child abuse
• Performs any other duties to be assigned to support the achievement of organizational goals. 


Youth Engagement Officer
To coordinate and ensure the effective implementation the project , The youth center coordinator will:
• Manage the Centre daily, call and chair regular management meetings
• Manage and Supervise staff working in the youth center
• Promote youth programs
• Supervise and coordinate the implementation of all activities at the youth centers by ensuring maximum participation of the youth and the community members and links with other sectors
• Ensure that the project is implemented according to the agreed work plan and within budget limits.
• Ensure compliance with donor and organization requirements, including the child protection policy and the code of conduct for Plan International staff and all its associated partners (local NGOs, consultants, incentive workers, etc.)
• Ensure community participation
• Monitor and evaluation of the program

Data Entry Clerk

ACCOUNTABILITIES
Specifically the incumbent will:
• Review paper case files and identify missing forms or missing fields in key case forms
• Liaise with the Case Management Officer and relevant Social Workers to complete missing information
• Review the quality of field and forms submitted by Social Workers and request additional or clarified information as necessary
• Provide timely reports to the Case Management Officer and CPIMS Coordinator on common/recurring challenges and propose solutions
• Input information from forms into the required fields on Excel spreadsheets and CPIMS
• Self-review the accuracy and completion of own work on a daily and weekly basis
• Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures. 


Social Workers -Case Management
ACCOUNTABILITIES
• Manages case in line with SOPs
• Adhere to standard documentation processes and follow best practice guidance
• Identify individual cases through regular presence in the community and accept referrals from other agencies and community partners
• Schedule and supervise case management meetings
• Conduct initial rapid) assessments for CP cases and prioritize them accordingly.
• Responsible for developing case plans that respond to needs addressed in initial and comprehensive assessments.
• Support individual cases and provide regular monitoring of all aspects of case management services.
• Regular follow up to ensure all services and action points listed in the case plan are carried out within agreed timeframes. 


Education In Emergency Coordinator
This role will be accountable for managing all EiE program operations in the Mtendelli and Nduta camps. This includes: directly managing 4 EiE officers, program budgets, activities workplan, ensuring M&E reporting, liaising with grants reporting coordinators, feeding into overall EiE strategies and proposals as needed, and ensuring the delivery of all project goals and objectives

ACCOUNTABILITIES
Programme Implementation
• Liaise with logistics and procurement teams to manage the logistics and procurement needs for all EiE program operations;
• Work with EiE Officers to oversee all distribution and program delivery activities;
• Alert EiE team to upcoming scheduled activities and work with relevant team members for planning and execution of activities;
• Work with EiE Specialist to support all EiE training needs and activities;
• Assisting with the development of funding proposals as needed. 


Finance Office
DIMENSIONS OF THE ROLE
• Reports to Finance Response Finance Manager
• Works in collaboration with Emergency response Manager, program staff at Kibondo and other implementing partners.
• Provide coordination and support emergence response program implementation at Kibondo.

ACCOUNTABILITIES
General
• Prepare weekly and monthly Project cash forecasts in a realistic manner.
• Prepare cash disbursement vouchers.
• Monitor proper use of petty cash fund.
• Support preparation of purchase requisitions and orders
• Review payment packages for budget availability and correct coding
• Monitor budget versus expenditure
• Maintain adequate cash level and monitor target balance
• Ensure timely processing and disbursement of payments to legitimate suppliers.
• Prepare work plan and budget for the program unit and make sure that all expenditures are according to work plan and budget.
• Manage SAP accounting system.
• Prepare monthly financial statement including bank reconciliation, staff and partner advances and reconcile these statement and records with SAP.
• Reconcile SAP accounting software reports with program reports.
• Monitor the advances register and partners advances
• Support in preparation and submission of correct and complete program/project financial reports.
• Participate in year-end process.
• Participate in audit activities and ensure availability of any audit document needed. 


Service Centre Coordinators
DIMENSIONS OF THE ROLE
• Directly reports to the CPiE Specialist
• Directly supervises social worker –PSS ,
• Management of Service Centre in line with Plan requirements including education, youth programs and child protection, especially PSS.


ACCOUNTABILITIES
General Activities
• Coordinate and manage all activities in assigned Community Centre
• Regularly collaborate with the Centre Management Team (CMT) and facilitate regular CMT meetings, to enable effective planning and monitoring of Centre activities
• Ensure set up and execution of activities schedule
• Convene integrated programming meetings between all programme sector staff, including social workers from PSS, education and youth technical teams
• Regularly communicate with community and CMT on scheduling changes, updates to offered activities, etc.
• Ensure compliance of child protection and safeguarding policies, including volunteers signing and adhering to Child Protection Policy and Code of Conduct
• Responsible for executing all emergency procedures
• Regularly liaise with MEAL team to seek feedback from the community, and provide leadership to the Centre Team in acting on all complaints and feedback
• Regularly update and report to CPiE Specialist on progress, challenges, and successes

Human Resource & Administration Officer


DIMENSIONS OF THE ROLE
The position holder does not approve budgets and payments but may be required to make plans that involve use of finances allocated to the HR department. The position has no direct reports but will at some point work closely with Procurement & Logistics department.


ACCOUNTABILITIES
• Effective coordination of HR processes ensuring timely staff recruitments, staff induction, staff transfers and separations, labour relations, performance management, remuneration surveys, employee surveys, leave management etc. in line with organisational policies, standards and contemporary HR practices in emergency.
• Timely preparation of quality HR correspondences and packages relating to staff recruitment, Probations, contract terminations, promotions, transfers, employee requests, background checks, police vetting and separations in line with Plan policies and standards in emergency.
• Work with the ERM and technical teams to recruit right candidates for the right positions at the right time using non-discriminatory recruitment processes taking cognizance of Plan’s commitment to child protection, diversity and inclusion.
