Program Overview

MOMENTUM—or Moving Integrated, Quality Maternal, Newborn, and Child Health Services and Family Planning and Reproductive Health Care to Scale—is a suite of innovative awards funded by the U.S. Agency for International Development (USAID) to holistically strengthen quality voluntary family planning (FP), reproductive health (RH), and maternal, newborn, and child health (MNCH) in partner countries around the world. As part of this suite of awards, MOMENTUM Integrated Health Resilience (MIHR) is a five-year cooperative agreement of up to $200 million from USAID that works to strengthen health resilience and continue providing high-quality, respectful, maternal, newborn, and child health (MNCH), voluntary family planning (FP), and reproductive health (RH) health care in fragile settings.. MIHR is led by IMA World Health, with Pathfinder International, African Christian Health Associations Platform (ACHAP), Cooperative for Assistance and Relief Everywhere (CARE), GOAL USA FUND, and JSI Research and Training Institute. The project seeks to support countries to overcome the impacts of fragility on the population’s health and contribute to countries’ movement along the development continuum toward reduced maternal and child mortality and increased self-reliance.

Position Purpose (Provide a brief summary describing the primary function and general purpose of this position.)
The Deputy technical Director and FP/RH Team Lead will have an appropriate balance of relevant technical, leadership, advocacy, and academic experience. He/She will work collaboratively with USAID technical teams and relevant global, regional, and country actors to advance and inform policy dialogue and facilitate increased access to FP services and to ensure the uptake of state of the art technical approaches within country programs.

Key Responsibilities (Describe the major duties and responsibilities of this position in order of importance.)
  • Represent Pathfinder International within the Project Senior Management Team (SMT).
  • As part of the SMT, the DTD/FP/RH Lead will participate in weekly meetings with the other members of the SMT, participate in meeting with USAID/Washington’s AOR as requested, and will maintain high-level oversight, address challenges and bottlenecks, and incorporate the voice of Pathfinder in overall Round 1 management.
  • Lead all technical assistance and capacity development activities to provide increased access to and use of evidence-based FP/RH interventions.
  • Design and develop activities and approaches that will lead to outcomes that are both scalable and sustainable long-term.
  • Increase the effectiveness of country institutions and systems to sustainably plan and manage FP/RH services, including anticipating and responding to crises, as well as long-term demographic and epidemiologic transitions.
  • Build collaborative relationships with donors, host-country governments, and local and international health and development implementers.
  • Build the capacity of country governing bodies to align FP/RH policies and guidelines with international standards and evidence-based, innovative, and promising practices.
  • Strengthen engagement with civil society, local institutions, community- and faith-based organizations to narrow FP/RH equity gaps, improve quality of care, and hold health systems accountable.
  • Provide strategic direction, guidance, planning, and management oversight for the FP/RH activities;
  • Serve as the technical/knowledge hub for FP/RH and oversee the project role in providing leadership at the global, regional, and country levels.
  • Collaborate with other technical specialties to achieve coverage and equity results by promoting evidence-based programs to scale.
  • Identify training needs for the purpose of capacity building, sustainability of program, and promotion/expansion of coverage of services.
  • Contribute to strategic plans, annual and quarterly work plans, and provide overall FP/RH technical guidance in line with USAID guidelines to achieve project objectives.
  • Supervise the Technical Advisor and Senior Technical Advisor positions for Pathfinder in the project
  • Ensure that evidence-based FP/RH approaches inform and are integrated into core and field programs; and
  • Ensure compliance with USG regulations and procedures.

Basic Requirements (Describe the experience, knowledge, skills, expertise, education, licenses and/or certifications, and specific computer/technical skills required to successfully perform in the position. Candidates must meet basic requirements to be considered for this job.)
· A clinical or public health graduate degree with at least ten (10) years’ experience working internationally in Family Planning and Reproductive Health.
· Proven senior expertise in developing and implementing effective partnerships with partners, government entities, and donors.
· Knowledge and proven experience in technical leadership, strategy development, and staff oversight.
· Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with diverse stakeholders, including global (WHO, UNICEF, FP2020, Gavi, etc), regional (WAHO, ADB, etc), national, local, public and private partners.
· Strong interpersonal and capacity building skills including training, mentoring, and coaching skills.
· Fluent English oral and written communication skills. Fluency in additional languages is preferred but not required.
· Willingness to travel as needed.
